How about the people who find and claim new lands for the Government are just the military, or 'Marshals', or some other term. Pioneers are criminals who are that way by just not obeying the government, and we can call the 'bad' pioneers 'bandits' 'Outlaws' 'Highwaymen' or what-have-you.

Marshals claim the land for the Government (Lawful Evil), Pioneers say screw the government (Chaotic Neutral) we want some land, and 'outlaws' are just Chaotic Evil.

- Pioneers that seek out new land but don't align themselves with the government are still just pioneers, but they're labeled as pirates by the government. Some of these pioneers take more pride in that title than others.
- Criminals that seek to attack towns and not necessarily conquer them as their own are bandits.

I'm pretty sure the concept of Law having limits was a translation error. -WanderlustwarriorOh I have a request about my character. I forgot that giants live way longer (Like 200 years is nothing to them or something) so I'd like to increase the age of my giant character to 80-100.
Depending on how you feel, it's possible he might have witnessed the execution of the famous dude, but... yeah I still would like to make him way older.

People are usually too full of knives to fight him properly anyway by the time he's done.

By the way, the bandits will be called The Wrecker Men, infamous for tearing down entire buildings with ease in order to show strength. Jalfrezi could be unique for being the more murderous member of the group, focusing more on the people than the destruction.

- Appearance/Attire: A really tall, muscular guy, about 13 feet tall. From top to bottom: a totally bald, shining head that always gets covered by a hardhat and goggles when he gets in a fight. Under his nose is a sharp and short mustache that points to either side, which is above his usually clenched-teeth smile. A very thin beard that's almost as sharp as his mustache. Wears a dark-blue leotard, which has "BYTES" written in the back and "Wrecker Men" on the front. Pretty gross to look at considering his body type. Wears elbow- and knee-pads, along with thigh-high boots.
- Personality: Aggressive and demanding. Hates being told what to do, despite it being in his best interest to sometimes do so.
- Skills: Really, really, really strong. Fairly acrobatic, actually, but only in terms of jumping around buildings that he tends to stand higher than.
- Weapons/Fighting Style: A jackhammer that he wields in his left hand, throwing it around like nothing. Really good at breaking stuff. Like houses. Or skulls. His name stems from his other weapon, an anchor-and-chain, which is tossed like a flail from a mechanical device attached around his right arm. The device can retract the anchor to return it, but Bytes uses this to hook himself around, giving him better, if predictable, mobility.
- Background: Destroyed his apartment building when he couldn't pay rent ten years ago. Deciding this was his passion, he went into the business of destroying houses. Illegally. For money. Took control of a wandering gang of bandits and "reformed" them into professional criminals.
- Goals: Discover the treasure in Crescendo Tower. Make a profit. Get an "I Love My Mom" tattoo.
- Miscellaneous: Bandit's logo is a simple wrecking ball w/ chain with a large "WM" on the ball.

Just a suggestion then: Why don't we call these lawless pioneers Pirates? Would differentiate the two groups, as the government would call the ones they own "good" pioneers, brave men and women exploring the world. And the "bad" pirates, those greedy evil people who will take your land and your life.
To regular people, they all may just be pioneers, but its otherwise government propaganda.
