Almost forgot about you and Bluenote. Yeah, he'd count as a villain, so you don't have to worry too much. The biggest threat he'll have to deal with are the bandits attacking, and after that, getting Cocoa and co. before they escape. I'm seeing him as a sort of "unstoppable, but passable opponent" at the moment.
I have to ask though, how do you intend on keeping Bluenote relevant, or at least active enough? Is he going to put the chase on the caravan or... what? Just wondering, because he's in kind of a weird position.

And to add on to that, could we put on the vibes of a Hero Killer and The Dreaded? Like, the bandits show up and start bullying him, and he...introduces himself. One bandit dies of fright.
He will occasionally chase after the caravan when he gets a lead, but will the rest of the time just go through towns just drinking and lazing. He'll occasionally stop by just to represent the World Government equivalent, or when something big like the Whitebeard War happens.
For some reason, when I read the words "unstoppable, but passable," I immediately thought of Tyrant.

Give the world the best you have anyway.I'm seeing him as "really powerful for the area they're in, but average-to-above average in the more dangerous Frontiers." Kind of like Smoker or Arlong in East Blue. Probably before they enter the Unknown Frontier, he might actually get beat down. I'unno.
So, are you going to be alright with being absent from the RP at times? Maybe you can take on a few lesser roles during the next arc? The government doesn't get too involved there and I intend on there being a stronger focus on one-on-one battles.

EDIT: We need more people. I think as soon as we stat, about 80 percent of people drop out, so we should get a few more before it gets off the ground.

As for Bluenote, I was wondering if the whole thing would eventually become a Defeat means friendship moment, either after he gets taken down by a mutual foe in past this world's "grand line" and we team up to take it down, or after a hard fought battle between the crew and him.

Well, by the looks of how things are now, we've got a pretty small amount of people and a majority of them are fairly active on this topic itself. If I need something to be answered, they can answer. I think we have enough people to start, but as we continue, we definitely need more people.
As of now, I'm looking at how many villains we need for this current arc. Right now I count...
- Bluenote (who's more of a neutral force between the "evil" bandits and the "good" caravan) which is obviously taken.
- Captain of the bandits (think Kuro, in terms of strength) who I'll take.
- Vice-Captain (think Morgan/pre-Devil Fruit Alvida) who I need someone to take.
Aaaaand really that's about it. The next arc will have villains on-par with Arlong's crew/Don Krieg and as I've said before will have a greater focus on one-on-one match-ups. There I'll need quite a few characters. After that, it'll probably be a Logue Town-esque arc that's fairly low key before they enter the Unknown Frontier (this world's equivalent of the Grand Line; still trying to figure out a grand entrance to get us in there).
PS. I'm thinking about renaming the Unknown Frontier to something else since, well, it's pretty known. Suggestions are welcome/appreciated. Some choices I had were "Golden Frontier," "Dreaded Frontier," and "Divider Frontier." Not sure what to go with.

It would make... sense, not like most things in One Piece do. But otherwise I really like his skills. Kind of like Usopp, only weaker but more strategical.

Wears spurs and brown riding trousers (With flares running down the back seam). Bodywise he's quite bulky, similar to Akainu in build, or Garp. He has greasy blonde hair that reaches past his ears and yellowish-brown eyes.

You have government-issued pioneers, called Union Pioneers, who go out and find/conquer land for the government. Then you have "lawless" pioneers, who find land to conquer for themselves. To the government, this is illegal, since they want total control of all the colonies. They're "pirates" in the sense that they're just looking for treasure or adventures.
Bandits are the other kind of pirates, who go out to steal, pillage, and destroy. Some are hugely organized, others are just bands of criminals who happened to come together. While their crimes are definite and real, the illegal pioneers often have crimes made up to criminalize them. So, no, they're nothing like Baroque Works.
The government is the government.
The marines are the military.
Bounty hunters are bounty hunters.
Etc. is etc.
