I highly doubt that Evolt is dead because he's been built up so much from the very beginning as the enemy to surpass and this was a touch anticlimactic. Also Misora needs to confront him in some capacity because sidelining her is incredibly lame when she was there from the start.

I wonder if they can get back both Phillip and Shotaro's actors. The former would be difficult, as he's kinda done with Kamen Rider, but if there was ever a time for Double in his true form to appear, it would be now not only due to the big shout out, but also because Build is kinda like his successor in the split rider department, and it'd be a missed opportunity to not have them team up in the crossover movie.

Hell, the Evolt that got blown up could've been just a fake one made by Sciencedad using the three bottle.

I think you guys just don't want Evolt to be dead. Frankly I won't be convinced he's alive until I see it myself. If anything I think he's dead and Sento's dad is the new final boss.
I haven't watched Build for a long time, so can anyone remind me if Shinobu Katsugari had been exposed to the Pandora light?
