It's not necessarily obscurity, just the nature of fandoms. I've noticed (with a couple of notable exceptions) that they periodically break out in fanwars, then go quiet for a while as everyone gets along, then fanwars etc.
Leaving that aside though, what you propose would be great, if (and I'm afraid it is a great big "IF" decorated with fairy lights, silver bells and penny whistles) this site had a permanent staff to do that. It would take constant supervision and nagging. It was tried, it didn't work precisely because of that. People either ignored the policy or tried to rules lawyer it and things got worse. And it only takes a couple of clashing personalities to create a lot of fuss and mess all over the shop.

The fandom in question is one that's well known for being an Unpleasable and Broken Fanbase, so I doubt that's it either.
And, well, like I said, I admit I haven't come across this as a problem. Are you sure it's actually a massive number of pages that are suffering as opposed to just a few very popular and vocal fandoms?
I'd hate to either Reviews or Fanfic Recs messed up greatly. There's gotta be a solution that doesn't cripple one or the other, otherwise it's not much of a solution.

Well, at least one of the works has a lengthy and very well-populated Recs page, so it's not just obscurity that's the issue.
Personally I'd rather just clean up the natter and enforce not posting any, rather than either clog up and render the Reviews section harder to navigate, or remove information and make Fanfic Recs essentially useless.
