Anyways, Gotham is pretty much canonically The Worst Place To Live, USA. Lots of people who live there are either too crazy or stubborn to leave, or stuck financially
If I was too broke to live anywhere else and Gotham's City limits were standing right in front of me, I'd rather hitch a ride to Metropolis or Star City and live in a homeless shelter. Maybe I could volunteer for experiments at Star Labs and get superpowers.
Or if you could jump through different universes, New York City or Badly Disguised Hamilton as New York City.

(extras, traffic, attention to set design) Also, the bad stuff only seemed to happen on the Main Drag, when mad people weren't throwing money about... If you weren't greedy and only took enough for a couple of pints and a kebab, you could be out of there before the happiness hit the fan. And presumably, there's suburbs...

Okay lets say because of living costs,Gotham City is the only affordable place to live and you don't know just how twisted it really is,and you end up trapped in the city.
Which interpretation of this Crapsack World would you want to be in
A. The horrifically ugly looking,color blind,always sunny one from [Batman the '60s]]
B. The narrow,disorganized,"hell-sprouting out" and corrupt city of '89
C. The slimier,absurd,warehouse with one nice area of Batman Returns where people let anyone die without punishment
D. The neon-lit city of Batman Forever with green lights everywhere,an eyesore island for a landmark,and everyone is a moron (they aren't scared like in '89 or bastards like in Returns)
E. Or a city where like the people are even stupider and there are bridges everywhere,more neon lights,and naked man statues,oh and floating hand balloons (Batman And Robin)
F. Maybe a city that looks like a harbor metropolis,except its slum ridden,has a Cardboard Prison,and the people are either corrput or scared like in '89 (Batman Begins)
G. Or finally a city that actually looks like a stereotypical city,except everyone is even more scared and the corruption is worse,but the architecture is decent and the transportation is normal. (The Dark Knight)
I'd take A,becuase although the buildings are tasteless and the colors eye-wrenching,the villains are harmless,the people are nice enough,and you can get around safely
Then maybe G,becuase you can get around safely enough with caution,and the people are at least of the Knight in Sour Armor kind even if they are scared.
The Tim Burton ones are fun to look at and delve into,but realistically I'd have hung myself long ago if I had to languish in those versions [Especially the earlier since I can't escape via Absurdly Spacious Sewer]
The premise is contrived,but who in their right mind would want to think about it otherwise?
