Why is the default assumption, whenever someone goes AWOL from somewhere on the internet, that they died? Because it's not as if they could have other things in their life taking greater priority?
I get the feeling that wasn't meant entirely seriously, but still, it bugs me.

He's posted many times since the first PM about judging scores was sent (because he's posted 20+ times since the PM I sent him, which I know wasn't the first), he's just ignoring them for whatever reason.

I don't believe that warrants moderator intervention, either. He volunteers to do us a favor. Kino doesn't have any sort of obligation to us to take the time to judge the entries. It would be nice if he could have given us some sort of notification, but, in its absence, I'm pretty sure we're all smart enough to assume that he's unable to judge. So, snowfox—call in a friend?

Kino doesn't have any obligation to agree to judge in the first place. However, once he agrees to judge, he has voluntarily taken a commitment upon himself and he is obligated to follow through with it. Other people are depending on him.
Snowfox, if you have a RL friend who would like to judge, that would rock awesomely. I might possibly be able to round someone up as well, but I'd have to see.
Well, it would certainly be nice and convenient if he followed through with it, but, honestly, this is an internet writing competition, and by "obligation" I mean those things that the mods can legitimately nab you for if you violate them. Like, "you have an obligation to not be an asshole."

Admittedly the contest doesn't have a specific rule stating that judges can't just leave everyone hanging (I would have thought that went without saying), but if we appended such a rule to future contests, we might be able to count it as a subforum-specific rule subject to mod action. I'd want to clear that with the mods beforehand, though.
A simpler measure is just to require all contests to have at least four judges, so that if one of them turns out to be a lazy ass, there's still a quorum.
I think the "four judges" idea is a bit better. But I'm a bit biased, since the first time I participated in this contest, it was as a judge.

We can't force more people to judge. Would we cancel contests if we were unable to get 4 judges?
