I think the not know what we're talking about is a bit of Fan Denial it's a known fact that Japan outsources a majority of animation to Korea and other countries as does America.

There's an episode of The Simpsons where they do a gag of showing Koreans being forced with pitchforks (I think, my memory is fuzzy on this one) to animate an episode of Itchy and Scratchy. According to the commentary, they got a call from the Korean animation studio offended by the implication that they hated their jobs.

Apparently Japan's is a bit more expensive, but I think I saw a video of Kyo Ani working on Kanon animation and seems that that's primarily Japanese effort, both in creative and manual input. I need more references.

In a less related note, how much does average animation cost after 2010? I notice a rise in number of 12-Episode Anime.
