Mario Kart 8 came out before Color Splash, Paper Jam and the 2 Mario & Luigi remakes.
They might not be used again, but 8 Deluxe doesn't count as their latest appearance.

Or create characters like Baby Rosalina or Pink Gold Peach. Just.....why. Honestly, it's a miracle Pauline even made it this far.
Its like Square making FF Kart, and after adding from IV, VIII, X and the 47 VII characters, they make Tonberries or Behemoths or Imps or Imps under the Pig status or Kain-in-7th-Grade playable instead of characters from V or VI or IX. They clearly aren't hurting to find characters, but it gives them the image that they dislike them.

Ostensibly he's the same one, since multiple official profiles (Smash, etc.) apply the events of Luigi's Mansion to his mainline look. I think his case of You Don't Look Like You is moreso just for tone reasons, though he does have his classic look as an alt in Tour. Which in THAT case is probably for money reasons.
I found a fun video by RedFalcon where the goal is to avoid driving on certain colors for as long as possible. I wonder how long it took to put together...
I wonder how World is going to handle DLC. Like, I guess they kind of have to release DLC in batches with a certain progression to them, to fit with the grandprix mode's whole "every grandprix is in a region of the country" deal.
What happens if we get like with 8, and Link shows up with his own track? Or other characters like Inkling? Do we get an entire Hyrule Grandprix with a set of Hyrule stages and transitions? Do they slot Hyrule into a bunch of different stages? Or maybe they'll do a bunch of crossovers at once, and give them all their own region of the World.
I also wonder how stages like Rainbow Road are going to work. Maybe there'll just be a total "in space" grandprix where the whole region and all of its transitions are in space. Or... I would love a Rainbow Road based on the movie version, that's more close to the ground and set above a beautiful ocean and sunset.

considering the fact that 8 and 8 Deluxe also had rival systems the game never tells you about, i wouldn't be surprised if World follows the same formula.

Oh they use DK, just usually the core cast. If they really, really need to, they can pull the others.
If you notice they keep it within the "core Mario cast", and it's pretty understandable, considering how off-their-hands the RPG characters are.
