In hindsight it was mentioned before that Sam did get more demoted to extra after the last Nova run was canceled around the time I think Loeb was kicked upstairs or to another division.
By contrast Rich has regained prominence, he doesn’t have an ongoing but he has a big role in the last 2 and current Guardian runs without being treated like a 3rd wheel like Sam.
Plus he was the star of the Annihilation: Scourge special event which calls back to famously well-liked cosmic titles Rich was apart of like the original Annihilation and The Thanos Imperative since he faces off against the Cancer-Verse again.

She has those distinct cultural elements that would make her comparable to Black Panther or Shang-Chi. Her origin has fantasy elements that blend her cultural heritage with the modern world. She has never had a ongoing series, so that's how obscure she is.
I've pushed for Silverclaw to get her own movie before. Her connection to gods could also make her a Thor parallel, depending on how strong the writers want to make her. Vision's time helping her could have been set between Age of Ultron and Infinity War, and they could introduce her by having Vision contact her now that he's been brought back.
Which one?
Hector Ayala, Ava Ayala, Angela Del Toro, Kasper Cole or the one that was an actual White Tiger turned into a human?
I would like for the to do something with the Ayala/Del Toro family.
He's still a consistent member of the Champions and he was even part on the Young Squadron tie in for the current Heroes Reborn event.
All the White Tigers have been Puerto Rican(And Cuban in Angela's case) with the exception of Cole who was black and Jewish.
It's not like Blue Beetle.

Also, it should be said that Richard Rider Nova isn't really overshadowing Sam in non-comics media, his most high profile appearance was being playable in two Marvel vs. Capcom games.
Honestly, when it comes to legacy characters, unless the original version is super high profile, there's a decent chance of us getting any of them. Heck, we got Robbie Reyes over the other two ghost riders very recently in Agents of Shield.
As far as Ghost Riders go, Marvel has been lately pushing Kushala, the native American GR who was Sorcerer Supreme too.
The White Tigers are definitely a possibility. The thing with them is that they're much more tied to Asian culture than latino. Yes, all White Tigers have been latinos, but the entire mythology of the White Tiger spirit has nothing to do with latino culture. Just read the origin of the Tiger amulet from the Marvel Database:
After fighting together on several adventures, the Sons of the Tiger eventually disbanded. Lin Sun discarded the amulets, pitching them into an alleyway, where they were eventually discovered by Hector Ayala. Hector channeled the power of all three amulets to become the White Tiger.
I think that sets them back since I think Marvel would want to approach their latino lead like they did with Black Panther and Shang-Chi.
They're very obscure, but I wonder if we'll ever see the Santerians
, Marvel's Afro-Cuban hero team. I don't recall if they've appeared in anything since 2015.

I don't think it sets them back at all. Hector himself is the first Latino Super hero and the mantle is a legacy tied to his family.
There is a lot they can do with that, especially with the Tiger God that resides in the amulet.
Latino martial artist are also rare in film, especially as protagonist.

No joke, I ran into a subreddit post one time that argued Dick Rider couldn't be made Hispanic because "he'd have to be renamed Ricardo Rodriguez."
