Random though I had: if Feige et. al. are all-in on multiverses, between Doc Strange, What If and Spider-Man 3, what are the chances of them bringing in The Maker as a Fantastic Four villain, possibly played by Miles Teller? While's he's similar to Doom, he's also distinct and would offer new dramatic scenarios.
I think they'd like to pretend that Fant4stic doesn't exist. I wouldn't be opposed to Miles Teller in the MCU, but I'd rather have him as far away from any form of Reed Richards as possible.

Armor Wars may be the best chance to introduce more of Iron Man's Rogues Gallery into the MCU.

You can do some interesting things with lazer if you go with a more Tragic Monster approach. I adored what iron man armoured adventures did with him by go ing that route.
Well it is armour wars. So hammer could serve as Big Bad. He's not dead and roth is coming back as Abomination. So why not ?

Fan-Preferred Couple cleanup threadI'm kind of interested in the second Radioactive Man, but I'm not sure how much could be done with him, in part because of China.
What I mainly find interesting with him is that IMO, he seems to be part of a Fountain of Expies of Dadgenham in The Stars My Destination (and probably the closest to the original).
Tl; dr, Dagenham was a scientist who got caught in a radiation explosion and survived (but still has some radiation poisoning). For limited times during the day, he is safe to be around, but is a Walking Wasteland most of the time.
I haven't found a good source for it, but supposedly Doctor Manhattan is based on him (which fits the "scientist caught in explosion" part), but I also see similarities in Derek "Blight" Powers of Batman Beyond (a more weaponized take on giving off radiation), and Max Damage of Irredeemable (the "only normal for a limited time of the day" part).

Already in the movies: Obidiah Stane, Aldrich Killian, Coldblood (The Dragon from Iron Man 3) are dead, Whiplash (a Composite Character with the second Crimson Dynamo) is probably dead, Ghost is alive and is probably going to be good, and Justin Hammer is alive but probably not going to be good. AIM has presumably been disbanded, but are rumored to reappear in Black Widow and will most definitely return whenever MODOK finally arrives. Oh, and when they're not led by Dario Agger I refuse to consider Roxxon a threat.
Will be in the movies: The real Mandarin is confirmed for Shang-Chi.
Were in the shows: The Donnie Gill iteration of Blizzard is dead (though they Never Found the Body), and Whitney Frost is likely dead or too old to do evil stuff (and the proper Giulietta Nefaria incarnation is rumored to appear in Hawkeye).
The rest: The Controller, Living Laser, MODOK, Zeke Stane, Titanium Man, and Ultimo I see as also likely. Dreadknight, Firebrand and Spymaster less so, Temugin doesn't seem like the kind of guy to get adapted into live-action anytime soon (and he may be a Composite Character with Shang-Chi), Fin Fang Foom will probably appear with the real Mandarin, and no way the Melter or Unicorn will become actual threats.

I remember waaaaaay back in Iron Man 3, leading into Avengers 2, there was a humor that a female Radioactive Man was going to be the Anti-Villain of either of these movies. In retrospect, it was likely someone misinterpreting the role that turned out to be Helen Cho, but it was an idea I liked for some time.
As for other IM villains, I really, really want to see Living Laser in the MCU, and I always have - he's a characters with an incredibly different and interesting powerset, would make for some great scenes.
I'd be cool if Armor Wars introduced Justine Hammer, Zeke Stane, etc. In fact, an introduction of Justine Hammer would be great for a lead-in into the Thunderbolts of they're compositing general Masters of Evil concepts together, or even Shang-Chi if Justine's tryst with the Mandarin becomes canon in the MCU.
As for others, even though she's a minor antagonist I've always really liked the plot involving Stratosfire and I think even though she wasn't originally involved with Armor Wars, she would be a perfect fit into that arc. And hey, with her they can throw in The Sunturion as a minor hero as well.
I could totally buy Ultimo as the Final Boss of the Armor Wars story. Like, the final villain making knockoff Iron Mans creates this gigantic robot that runs amok and the heroes have to stop him.

Iron Man: Armored Adventures's take on the Living Laser was awesome, he and Ghost were my favorite villains on that show. I'd love for him to show up—he probably won't be in Armor Wars, but maybe Ironheart?
And hey, maybe we can finally get a proper "cold, calculating killing machine" evil AI in Ultimo that the MCU's Ultron miserably failed at. Hell, he could be an upgraded Ultron, or at least a modified version.

I don't know that it's really accurate to say that Ultron failed at being a "cold, calculating killing machine" when not only is that obviously not what they were going for in the movie, it's also not really accurate to Ultron from the comics. Consequence of being based off Hank Pym's brainwaves, "irrationally angry misanthropic robot manbaby" is kind of his schtick.

While I don't like the MCU's Ultron either, it's not because he isn't a "cold, calculating killing machine" — I didn't like Ultron because he was too civil and snarky. I think of the Sentinels as more of the cold and calculating type, and Ultron as more of an unhinged psychopath.

Trope Editor (he/him)@Ultimatum - Yeah, the name is an issue. He'd definitely be ripe for Comic-Book Movies Don't Use Codenames and would presumably be called Chen Lu if he appeared, with maybe someone jokingly referring to him as "Radioactive Man" once.
It did kind of strike me also that the MCU version of Ghost arguably already covers the "Anti-Villain agent with Power Incontinence" role that Chen Lu would have.

Okay, "cold and calculating" probably wasn't the best description, but you get what I mean. While I enjoyed James Spader, his Ultron just emoted too much. When I think Ultron, I think "humans are flawed. Prepare to die," like Tom Kane's version. Not a genocidal Tony Stark.
