He's actually a fairly distinct character aside from the Scarecrow and fear motif. DC's Scarecrow is a chemical-based terrorist trying to prove some kind of philosophical take on the nature of fear by way of his crimes, and subsequently tends to be more of a cerebral foe who falls easily in a fistight. Marvel Scarecrow walks the same Psycho for Hire line as Bullseye (i.e he goes back and forth between being a hitman and a serial killer in M.O) with control over a murder of crows and is primarily a extremely physical threat shown as nightmarishly tough to put down due his physical dexterity and occasional magical enhancements. His motivations aren't anywhere near as high minded as DC's Scarecrow: he's just there for the thrill of scaring and murdering people with a shitload of crows that are his calling card (yes, he literally has a flock of trained murderous crows or controls them, don't question it).
Basically DC's Scarecrow is the brains, Marvel's the brawn.
He was also a boss in the PS 2 Ghost Rider game and his theme was sick:

I think, visuals aside, Marvel's Scarecrow was meant to be a rip on Ragdoll.

Mr. Fear in his original Zoltan Drago incarnation however is pretty close to Scarecrow's shtick (chemist with a fear-based ideological drive to commit crimes), although funnily I've read that Mr. Fear started using a fear gas before Scarecrow did.
The character was pretty successfuly rehabilitated (and differentiated from Scarecrow) with the Larry Cranston incarnation of the character, who's A) not a chemist B) not really ideological, more driven by sheer dickish selfishness allá Kilgrave/Purple Man C) more complex abilities rather than just induce fear (he employs variations of the chemical that allow people to lose their fear or changes their fear entrely, making his shtick more of a fear-based mind control thing). The immortal Ed Brubaker Daredevil arc called "Without Fear" made him a respectable foe.

"All you Fascists bound to lose."Disney in general managed to have a incredibly lucky timing. Aside from Endgame They also launched Disney Plus the year before and got a headstart on the straming business just before the end. HBO Max meanwhile was kneecapped by launching in 2020 proper.

Oh, that observation has been made before plenty.
Endgame itself has a few doses of eerie Harsher in Hindsight, like when Cap is talking animals being more commin with less humans about.

Wars in Heaven, massive demons, fallen Angels, multiple Ghost Riders with Ghost elephants or chariots and stuff. Just go mental.
And you could totally just toss Nic Cage back in there and it would make sense.
