It is obliquely addressed in the Infinity War post-credits scene. Fury only deems to call Marvel after Maria Hill tells him that the invading forces of Thanos are greater than the Chitauri invasion by several orders of magnitude. Before then he was alright with the Avengers just handling the situation.

"All you Fascists bound to lose."Ultron actually did come somewhat close with the whole "self-propelled meteor stone throw" plan but the Chitauri really weren't that close at all. They weren't even particularly close to conquering New York. The Avengers had things pretty under control when they got to NY, which is why a lot of the danger ends up coming from the decision to nuke New York by the powers that be rather than the Chitauri.
The movie does imply that the Avengers would probably be overwhelmed by exhaustion and sheer numerical disadvantage after some indefinite point (when we see a wounded, tired cap and a Hulk being briefly overwhelmed by cannonfire) but for the most part the Avengers had that on-lock.
"All you Fascists bound to lose."Which is impressive. 6 people (two of whom have no explicit super powers, and one of whom has the power of being the best non powered dude on the planet) were managing to contain an entire invasion.
Though I've always said that Thor, Hulk and to a lesser extent Tony were doing the real heavy lifting, with Cap just putting everyone where they could do the greatest amount of good.

And one of the factors that seems to have concerned him is that Tony has gone missing
Not to mention that the Avengers are scattered and not being a team.
But the thing that clinched it was when people started getting raptured.

Forever liveblogging the AvengersI dunno, I feel like any global-scale apocalyptic event would've been enough for Fury to try to call Carol over. Carol may have been helping other planets, but she did have heavy emotional investment on Earth, and any kind of event that could potentially result in human extinction should've been enough for Fury to call in the big guns.
Was it ever stated how much time passed between IW and CM's credits scenes? I like to imagine Fury paged Carol maybe 4 times before the snap, only for her to get there mere seconds after everything's been resolved.
To be fair, calling Carol to stop Loki would be like using a rocket launcher to kill a mouse.
Loki was able to hold his own against Captain America. He’s not a Non-Action Big Bad, though of course Carol outpaces him by a lot.
Cap doesn't really hit as hard as Loki.
Remember, the God of Lies is only weak by Asgardian...Captain Marvel....and Hulk standards....and I guess Thanos too....and probably the rest of the Black Order....and Ego....and the Celestials....

So Loki can boast of being stronger than an average Asgardian.
Speaking of the Black Order, the only one who physically surpasses him is Cull Obsidian (Corvus and Ebony are glass cannons, Even Corvus was hurt by a kick from Natasha.)
Still, Nick Fury probably considered Loki too weak to call Carol.

So I was re-watching a clip of Tony's dream from AOU, and I noticed something...or rather someone:
At 1:04, where we see Hawkeye's body, there's a woman next to him who I don't recognize. It's not Widow, cause she clearly appears before him.
Who the hell is that lady?
