In the present "New Asgard" is simply a village that was repopulated by the Asgardian refugees after it was destroyed by the Red Skull. They currently make a living as fishermen.
Yes, the surviving Asgardians are able to fit in a single village. There really aren't many Asgardians left.

Disgusted, but not surprisedI think the difference between a colony as understood in colonialism and what the Asgardians are doing is that there is no Asgard the country that's projecting its power into a new place and keeping ties back to the homeland.
They're refugees, not colonists.
Forever liveblogging the AvengersThough I imagine there's inevitably going to be some conflict. The Asgardians live far longer than humans, are stronger, and have more advanced technology. Many of them are sure to feel a superiority over those ignorant upstart humans. And non-super humans have no real way to stop them from doing whatever they want... For that matter, even most superhumans are at best about equal to an average Asgardian, much less the stronger ones like Thor and Valkryie. I could see things escalating into a second MCU Civil War movie, honestly.

They don't really have most of their advanced tech anymore. Nearly all of it was lost along with Asgard.
The Asgardians have accepted that their time as a shining golden empire is over.
It fits with the original Ragnarok myth — the surviving Asgardians accept that their time as gods is over and are content to sit around and reminisce and play games of chance.

Disgusted, but not surprisedIf nothing else, they've got at least one faster-than-light spaceship, which is more than almost any nation on Earth can say even in the MCU.
Presumably, Thor walked up to the relevant governing body, told them, "I killed Thanos", and walked away with a blank check for whatever he wanted.

Even if some of them did know how all of their old tech worked, they probably don't have access to the materials or manufacturing apparatuses needed to recreate it anymore. For one thing, they no longer have access to uru metal.

Disgusted, but not surprisedThe Plymouth colonists didn't stop with just 100 or so people, quite obviously, they kept going past that. Whether as for now it seems there are no other significant populations of Asgardians so it's not likely to grow beyond a single village for a long time. They don't seem in the mood to overthrow Norway and expand past that.

Depends on how well known Thanos's plan is. A group of aliens who name themselves after traditional gods arriving while the world is reeling from a sudden mass extinction event seemingly came out of nowhere should not get a warm welcome. More like getting hysterical blame for the tragedy on Earth with rampant conspiracy theories that the mass death was part of a terraforming attempt.
It probably helps that Thor's been known worldwide as an Avenger and protector of the Earth for several years beforehand, so he can be considered trustworthy. And who knows, given the legends of Asgard in Scandinavia, maybe Norway sees it as lending their old gods a favor.

In the MCU Norway does have a history with Asgard. The Frost Giants once tried to freeze Earth starting in Norway, but Odin and his army stopped them.
The village where the Frost Giants first invaded long ago is in fact the Asgardians' new home.

Does he? Sounded like he was pretty detached by Endgame's time and more interested in threatening people who were jerks to him in video games than looking after his people.
But a bunch of aliens settling anywhere on Earth is a global issue. Norway might be falling over backwards to accommodate the aliens because of the old gods associations, but the rest of the world doesn't have that background. And in the wake of a global tragedy, people will be looking for someone to blame, and here's a bunch of supposedly super powerful aliens begging for asylum right after the Earth was massively depopulated.
In fact, it's also the same place the Tesseract was stored until the Red Skull found it, and it was the place where Odin eventually died. It's kind of an important place in the MCU.
Of course, the real Tonsberg has a bit more going for it than the simple fishing village you see in Endgame.

I guess the question is, did they claim some land on Earth and declare it to be the new nation of Asgard, or are they now considered citizens (or at least residents) of the country their town is in?
