Presumably, as Wakanda's Head of State, T'Challa can simply declare himself to be a member of the Wakandan army and officially sanction himself to conduct military operations in Germany. The German government's not gonna be happy about him violating their sovereignty, but that's the sort of diplomatic kerfuffle that governments iron out all the time.
I'm reminded once again why Ross was the absolute worse person to put in charge of superheroes.
Forever liveblogging the AvengersYeah, I always sound I found vaguely plausible because of that. The US should be in abject chaos by now given the emergence of two massive military-industrial conspiracies in the span of less than five years.
Ross got kicked upstairs probably solely on seniority.
"All you Fascists bound to lose."Well, we know Ross had some humbling experiences, repented on his obsessions, decided to take a more by the book approach, and stayed in well situated positions without getting caught up in any big conspiracy. He's done nothing but show himself to be trustworthy and reliable after the Hulk incidents.
What is intersting is that nobody on wakanda call out tchalla but going into a man hunt, throwing into a battle he have very little stakes and outing is identity as superhero which led to other questions(like, how is that a third world country suddenly have a superhero capable of going toe to toe with cap america?).
Because if I was nalkia, his mother or shuri I will bitching him for no day to end after that.
"My Name is Bolt, Bolt Crank and I dont care if you believe or not"Given the way Wakanda was all for him being all "let's go on a mission into foreign territory to hunt down the guy who humiliated us decades ago" - which ended up with his existence being revealed on a much wider scale - with the only backlash from them happening because he didn't end up getting the guy he was after, I'd say Wakandans are pretty okay with reckless retribution as long as it bears fruit.

Forever liveblogging the AvengersThere was a Tumblr post SOMEWHERE where some medical types did post how challenging it would be to thaw out a human being safely they outlined the process.
It was similar to how we revive victims of hypothermia and how you have to be VERY CAREFUL with how and how fast you thaw the victim or else you could accidently kill off tissue so in theory its possible its most likely because Steve was a Super Soldier that he survived not only being frozen but also the thawing process.

He neither get even a waring for running in his personal vendetta in vienna, or the fact he was a superhero without nobody else know it.
