No it appears to be the second one with the anime-only kids training as Avenger Apprentices. Here’s the article.

Trans rights are human rights. TV Tropes is not a place for bigotry, cruelty, or dickishness, no matter who or their position.You know, they could've given Steve his happy ending with Peggy without destroying his character: make it an accident. These quantum device things are basically new technology, right? Well, new tech fails all the time. They could've had Sam confront Old Steve on that bench and go "what the hell, man?" only for Steve to explain that his device malfunctioned when he returned the Tesseract, and he was stranded. By the time the people who could repair it and get him back to the right timeline were around to do it, he was already an old man. He's really sorry, he didn't mean to leave everyone in the lurch like this, etc.
That wraps it all up nicely: he can still pass the shield and the mantle of Captain America on to Sam, Chris Evans still has his definitive out, Steve doesn't just abandon his best friend and all the other people who care about him (especially so soon after all their other losses!) and still having the shield would let the audience infer that Steve didn't just sit idly by and allow terrible things to happen (like Buck being tortured and brainwashed) while he enjoyed his new life, allowing us to still see him as a good man, and not a gaping asshole.

Personally, I think Hank just told the Avengers to piss off and never touch his Pym Particles again. I'm sure he'd allow them to use them to return everything back to their proper timelines, but that's it. If he's not okay with people using his technology to make their own Ant-Man suits, he's sure as hell not going to trust them using it to time travel willy-nilly. Especially since he already has a dim view on the Avengers as it is.
