A highlight of a conference I went to a few years ago was hearing Scott McCloud lament that movie Apocalypse wasn’t so “apocalyptic”.
Is there anything that Apocalypse offers that would actually make him better than other X Men antagonists for a movie?

I hope he is someone not very famous (List B or List C), because if is someone very famous, it means that most of the film he will be without the helmet.
Just like the Goblin slayer or the Mandalorian.

Well, he's kinda has a thing for making mutants more powerful (his horsemen of the Apocalypse and all that).
You could have him enact a variation of his plan in X-Men: Evolution, where he was going to artificially activate the X gene in everyone on earth and then enact his usual Survival of the fittest ideas and have whoever's left fight it out until the strongest among mutant kind remain.
Yeah, it's similar to [[Film/Xmen Magneto's plan in the first movie]], but unlike Eric, our boy Poxy knew full well that triggering the X gene in baseline humans would kill a large amount of them...because again, Social Darwinist.
You could connect him to a lot of classic X-tropes, like Mutant Growth Hormone and Weapon X, and of course, you gotta have the Horsemen as his own attempts at making mutants stronger. Maybe have him be the first to recognize that all humans have the X gene (even if it's dormant among a large number of them) and that his plan is to improve humanity to strengthen them for future threats ala Ultron...though referencing Ultron might be pretty dangerous.
One Strip! One Strip!Apocalypse was only a good antagonist in the Age of Apocalypse. Other than that, the best comics with him are the ones where he is an uneasy ally, rather than a full blown villain. Much like Magneto, actually, although Magneto was always better as a straight up anti-hero.
I have doubts how well a Bad Future can be effectively conveyed without a lot of buildup to establish a contrast.

No. We don't know who's playing Taskmaster. Incidentally, The Mandalorian is played by Pedro Pascal who was in Game of Thrones and Narcos and ergo, is rather famous.
Just because someone's famous doesn't mean they won't have a helmet on. Just look at Karl Urban in Dredd.
