Not sure why you'd give benefit of doubt to a man who at one point literally said, "As far as I'm concerned, that man's entire body is property of the U.S. Army."
Much like the right to roll Army tanks up onto a college campus and shoot up the place, that's not legally a thing. I mean, it sort of is for enlisted military personnel; it might be a bit of a different discussion if Bruce was a sergeant in Ross's regiment or something. But not for civilian contractors.
Ross isn't trying to arrest Bruce for Hulk-rampaging up the place. He's trying to kidnap Bruce so that he can weaponize Bruce's mutation without his consent. He's using super-illegal methods to accomplish a super-illegal objective. There is no part of his actions in the film that is legally defensible.

Forever liveblogging the AvengersI think it's weirder that the UN was about to pass the Accords and hadn't even considered getting any input or even talk to the Avengers until the week before.
If the Avengers were given the ability to voice their concerns during the Accords conception, I think a lot of the problems could've been avoided. Then again, I'm not a law expert. Maybe this stuff does happen sometimes.
It's pointed out in this video here, at 9:17, that Civil War subtly hints that Steve wasn't around while the Accords legislation was debated and he's annoyed at Tony for cooperating with it and not telling him. So the UN got Tony's input, it did not get Steve's.

Still on the topic of Ross: the fact the incompetent, authoritarian white guy jarhead got Kicked Upstairs after making some catastrophic blunder might actually be one of the things I find most plausible about the US of the MCU.
Hell, you could even wrangle a plausible justification that Ross got the job in the chaotic reshuffling mess that must have followed the wake of Iron Man 3 revealing the Vice-President was part of a vast conspiracy to murder the President. Some heads must have fucking rolled at that time, and I can see in the wake of the political annihilation that must have caused, Ross being chucked in.
And I haven't even mentioned HYDRA.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.The more I think about, the more disastrous the Ellis administration must've been. During his term, we've had:
- A major oil spill that caused grave environmental damage.
- Having to perform damage control after an invasion from an extraterrestrial army in the middle of New York.
- The fallout of his Vice President being part of a conspiracy to fake terrorist attacks in the name of profit.
- The even bigger fallout of a fascist organization having made the nation's capital their base of operations for decades and nearly succeed in killing millions of people in the name of peace.
- The political ramifications of having some of America's most public figures create an evil AI that attempted to create a mass extinction level event and led to the complete decimation of Sokovia.
- The mass-empowering of several individuals and his administration's poor attempts to handle the situation.
- The Avengers causing an international incident that involved the head of a foreign nation, and most of the team being declared wanted fugitives (including the guy who's named after your country).
The only saving grace would be that he wouldn't have been in office when the Snap happened, assuming I have my numbers right.

I have to agree with Ultimatum here, neither the local Law Enforcement nor the National Guard are in any way, shape or form equipped to deal with the Hulk.
I'm fairly sure Ross had the authroization to act the way he did. His troops are equipped to deal with the Hulk (these sonic cannons almost had him, it was only the rage boost he got from hearing Betty scream).
