Exactly. Burnside doesn't really fit if you pigeonhole him into "Dude just hates Communists", but over the years since the retcon, he's become exactly the kind of general-purpose "REAL 'MURICA" bigoted asshole that would make a perfect antagonist for Sam and Bucky.

He'd be pretty topical in this day and age actually.
Maybe use both him and Walker, with the latter having a nasty Heel Realization about who he's fighting alongside. Sort of like someone who's friends or acquaintances with a dude who says a lot of shit, but doesn't really understand just how serious the other guy is until he sees it in practice.
This forces Walker to completely re-evaluate his own position on things and decide just who he is....all while still being something of an asshole himself.

I mean, that's basically what happened in the comics with John Walker.
Walker was a government-sponsored hero called Super-Patriot until Captain America discarded his name and started going by "the Captain" (long story). So the government tapped Walker to become the new Captain America, but they only wanted one sidekick (which was Lemar Hoskins, called Battlestar), so Walker left his two previous sidekicks behind (they were called "Left-Winger" and "Right-Winger" — yeah, Mark Gruenwald wasn't exactly being subtle). They became pissed at this, though, so they revealed Walker's identity to the public.
The problem, however, was that Walker had gone undercover in the Watchdogs, a group of right-wing racists. Walker even expressed sympathy with some of their views, even if he didn't agree with the whole racism thing. But when the Watchdogs learned Walker was the new Captain America, they killed his parents. And Walker went nuts, killing a bunch of Watchdogs and then setting fire to Left-Winger and Right-Winger.
Afterwards, he gave up being Captain America and the government gave it back to Steve, but Walker decided to become U.S. Agent. He's still an asshole, but a more honorable asshole. Like, he lost an arm and a leg during Siege, but refused to get robotic replacements, because he felt it would make him too much like Nuke and he didn't want to go down that path. And then, during Sam Wilson: Captain America, a group of conservative businessmen ask him to take the shield back from Sam Wilson, but he refuses, saying that Steve gave the shield to Sam and he would never do anything that was against Steve's wishes. (Of course, Hydra Steve himself then shows up and tells him to do it, but still.)

That...actually makes sense, considering Venom has one hell of a Healing Factor, who's to say you can't make a limb-growing medicine or treatment be studying its properties?

Kevin Feige and Tom Holland are both saying MCU Spidey is done.
It sure did take him awhile to get around to getting his hair cut.
On a more serious note, this could be an indication that the series will touch on Bucky trying to live a somewhat normal life.
He's spent all his time since escaping Hydra either on the run, frozen, living in relative seclusion, or dusted. He's never had a chance to settle down for a bit.
