I've heard that Marvel Television is also planning to put some shows on Disney+, separately from Marvel Studios.
However, Marvel Television will have shows on Disney+ eventually, as per Jeph Loeb. And Marvel Television has made a show that is closely tied to the movies: Agent Carter, the only show to have a TV-only character show up in a movie.

A Disney+ show might be the best place for Kamala Khan to get a chance to be the main character of a story.
On paper she's a street level hero in both her power tier and the kinds of enemies she faces, which is generally more suitable for TV. But her powers are going to require a nontrivial VFX budget to get right, making it more suitable for the movies.
A Disney+ miniseries might be able to get the best of both worlds. Enough VFX budget for her powers, but can function more as a street level hero in terms of story.
And because the Disney+ shows are at least mostly produced by Marvel Studios, she can still appear in the movies. It might actually be plausible for her to be introduced in a movie and then have her own adventures in a Disney+ series.
What-If will apparently feature Zombie Cap vs. Bucky in addition to Captain Carter

All of the Disney+ MCU shows are made by Marvel Studios and Feige.
By all accounts they're on the same "tier" of canon as the movies.
