Captain America was able to use at least some Lightning powers when he weilded the hammer, as well as summon it back to him.
Odin's enchantment was "Whosoever holds this hammer, if he be worthy, shall possess the power of Thor.". Taken literally, Odin basically copied Thor's inherent powers into the hammer itself. So while Thor always has Thor's powers, so does any worthy person holding Mjolnir.
So if Jane Foster is worthy and holds the hammer, she will posses the powers of Thor.

Odin did also strip Thor of his inherent powers when he first made the enchantment. However, as noted, post-Character Development Thor still has his powers even without Mjolnir and other people who wield Mjolnir also get Thor's powers. So while it was originally a test of character for a depowered Thor, it now clones Thor's powers onto any other Worthy person who holds the thing.
Note that this is pretty much the whole basis of both Lady Thor and Beta Ray Bill: they're characters who are also Worthy to wield Mjolnir and were thus granted the powers of Thor while holding it. Odin later forged the comic version of Stormbreaker as a copy-Mjolnir for Bill, so that he could have a Thor-hammer of his own.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.I would really love to see some sort of Passing the Torch scene that has Thor bequeath his power to Foster. Of course, it gets a bit weird since Thor's name is Thor; it's not an identity he assumes. So calling someone else Thor risks confusion.

Does Jane-as-Thor have a Rogues Gallery that's mostly her own? Marvel doesn't typically do that as prolifically as DC does.

Then again we could have Thor trying to rename himself something like “War Thor” only for everyone to admit it sounds really stupid.
Has Hemsworth extended his contract with Marvel? I was under the distinct impression that he had plans to leave the MCU, making this film the ideal place to get him out of the story. Which is not to say that he can't cameo at some future date, but I'd bet almost anything that he won't have a main role going forwards.

Stormbreaker has no worthiness requirement, it has a power requirement. You lift it by physical strength, not force of character (which, by itself, is a interesting commentary on Thor's situation in Infinity War and Endgame). The way Thor talks about it in Infinity War hints most Avengers probably wouldn't be able to lift it because they're puny mortals, though.
"All you Fascists bound to lose."I recall an interview where Hemsworth was hyped to play this new phase of Thor, believing it to be what the character truly should have been all along & a new era for him.
So this shouldn’t be his last ride, just the start of a new adventure otherwise his excitement for the character now makes no sense.
