Did it? I mean by the time he land in siberia the avenger were pretty much down by the airport battle, with only Cap and Tony as the last standing avengers, it feel Zemo only finish them up, but far from taking down the team.

At best you have to wonder if his research of them told him that things would go the way they would, and he just created an environment where it could come to the surface?
In fact, the timing of his attack may have also played a role in things.
One Strip! One Strip!I presume Zemo mainly intended on simply ratcheting up tension in the group and hoping/expecting them to fall apart eventually. The actual timing and other events that helped were merely fortuitous.
"These 'no-nonsense' solutions of yours just don't hold water in a complex world of jet-powered apes and time travel."Zemo's a Death Seeker at that point, I feel he didn't particularly care if his plan worked or not, what with him trying to kill himself before the brawl between Bucky, Cap and Tony was even over.
You can also attribute Tony's choice to not return to Earth to it. If he'd done that, instead of trying to take the fight to Thanos, he'd have been there at the Battle of Wakanda maybe.
One Strip! One Strip!I wonder if Zemo got Snapped. If not, it could have been a interesting thing to see him behind bars basically relishing the fact the Avengers failed at the biggest stage possible.

It's not really clear, but we do know he wouldn't care much. Zemo really has nothing but his revenge, and he's already proven that innocent lives that suffer because of his actions are meaningless to him (outside of minor guilt over T'chaka's death).
Nothing is gonna change that.
Speaking of, I understand he's apparently going to be in Falcon And The Winter Soldier. Do we know his role? I haven't really been keeping track of that stuff.
