"All you Fascists bound to lose."This is so ironic considering I think it was the other way around for years. Combined with Arthur's chronic Memetic Loser status (which was mostly due to people looking to make a cheap joke insisting on enforcing it) that Aquaman was looking down upon for so long.

Pretty much. To casual fans, the one they see first is the one who exists first, no questions asked. Things do seem to have been flipping for Arthur lately. His recent movie seems to have done what years of well done animated incarnations (since his disastrous run on Super Friends) have failed to do: make people stop looking at him as a complete joke worth only laughing at.
As for how Namor would do when he gets translated: they may have to play up his asshole side (moreso than what we got from Arthur in his recent movie) in order to differentiate him from Aquaman (beyond just the wings). Show him as a real Wild Card who swings from one end to the other...but not so much that he becomes unviable.
It'll be hard, because anything they do with him is likely going to be covered by Arthur, so translating him will be very hard.
