Kang's not a bad choice actually.
The movies have only barely dipped into Time Travel via the Eye of Agamotto, so he's still on the table.
Who else do the Avengers have? There's the Masters of Evil, Graviton (but he was used on Agents of S.H.I.E.L.D. and you know how the movies feel about TV stuff), and....well that's it really.
Ok, there's probably more, but I'm blanking right now.

Wouldn't be too sure about that one. For multiple reasons, but one is that Ao S is by far Marvel's most successful show, and it has been an excellent advertising for the movies.
Kang is a good choice, as is Annihilus. If they adapt the Annihilation storyline, that would be awesome, although I think it's also something that really needs to played as a war movie.
I was under the impression that when they (finally) use Doctor Doom, it'd be for something that isn't the F4 since A) we already had 3 (bad) F4 movies where Doom is the bad guy, and B) isn't he one of those bad guys that can fit anywhere?
He's managed to be a main baddie for the Avengers, Black Panther, Doctor Strange, pretty sure he was even a main baddie for Spider-Man at one point.
Doom is versatile.
(Also, yes to Annihilus and Kang…even if I'm not sure how they'll get his distinct helmet to work.)

Masters of Evil could work fairly well as a multi movie arc because the plot breadcrumbs that lead to the big teamup movie would be villains instead of chunks of mineral
Forever liveblogging the AvengersYeah, Masters of Evil would definitely be cool as a reverse Phase 1. Instead of Nick Fury or Tony Stark or whoever showing up, whoever it is in charge or one of the previous villains shows up, makes some veiled reference to being a "master" or something, and hints at a growing team.
On the flipside, I also want Thunderbolts more, and Thunderbolts wouldn't really work like that (because the fact that the members are villains pretending to be heroes is part of the concept). Having it be broadcast that these guys are actually bad guys at the end of all the preceding movies would ruin the effect.

Obviously you should take this with a grain of salt but I did read a rumor (with some backing to it) that Marvel is indeed interested in the Thunderbolts and they're considering a team consisting of Red Hulk, Abomination, Justin Hammer, Zemo, and Ghost with The Leader as the villain.
This song needs more love.They have introduced all those characters (and I would love it if Justin Hammer returned, although he has no powers really), but it also seems like a weird lineup. And it doesn't include Songbird, who should definitely be in the Thunderbolts.
It also presupposes that General Ross will turn into the Red Hulk, which I also doubt.
When it comes to Doctor Doom for awhile I've felt the best way to introduce him is as someone who rose to power in Sokovia in the aftermath of the Ultron incident.
He renames the country Latverianote , and rebuilds the country with his technology and actually makes life for the typical Latverian much better then it was even pre-Ultron.
This process will have already started chronologically, but no one has paid much attention to it. Sokovia was likely never a healthy democracy so one more authoritarian ruler didn't attract much international notice. The fact that he seemed to be more competent at running things then his predecessors only served to make him less of a target, and the subset of his technological creations the outside world actually knew about flew under the radar in a world where helicarriers are a thing.
This creates an environment where Doom is integrated into the setting, has the love of the people of Latveria, and can become a major threat when the time is right. And I do think he could be an Avengers 5 villain if it came to that.
While I wouldn't be surprised to see the Leader return, I doubt we'll ever see Red Hulk in a world where were not getting Hulk solo movies that could adequately explain his presence any more (I'd be more interested in seeing Red She Hulk anyway, but she's not likely either for the same reason). Let alone a Red Hulk subservient to the Leader, given Ross' current role in The Verse.
Also, Justin Hammer returning in anything approaching a major role - even as part of a villain team-up is - really unlikely. Last time we ever saw him, he was literally just a punchline. We'd be more likely to see Whiplash, and he's dead.

Honestly, on the topic of Fantastic Four's inevitable reboot, i don't wanna see Doctor Doom as the villain this time. I'd rather have him be already become a villain in hiding (hint hint, cough cough, Infinity Sword plotline), which would mean they'd pass on doing the origin story for once, and jump right into a time skip to see them become better heroes and become more connected as a group (or family in the case of this foursome filled heroes).
That being said, it could also mean they can become their own group that doesnt need any allies outside of the Fantastic Four, unless future plots force them to team up with others. Fantastic Four is pretty much the original version of Incredibles, in a way.
For villain ideas on their reboot? I'd take Mole Man (played by Danny Devito if possible). Or maybe add an oddball choice like Fing Fang Foom or M.O.D.O.K. The latter could actually work by making him look like a human covered in robot armour, but his chest is where his 'face' (either flesh-like or artificial looking one) is, referencing his big tumour-like face appearance in the comics. Besides, M.O.D.O.K would work more imo since he will assist Doom throughout the Marvel franchise.
But yeah, im hoping they can pull this Fantastic Four reboot right this time. Maybe call it THE Fantastic Four this time?
The Mole Man would be a perfect starting point for the Fantastic Four, to show the kind of weirdness and exploration the series is based. A good FF series needs to be a little bit Silver Age - just enough to be distinct from everything around it.
A secret subterranean kingdom thriving underfoot? Unbelievable! But it's Tuesday for the Fantastic Four.
