I think it’s a concept that could’ ve worked, though it might take a bit more setup for Rachel than just changing one scene.
What sets up Harvey’s descent into Two-Face is that he believes himself to be invincible via planning ahead. He thinks he can outwit the Joker, but the Joker proves to be too chaotic to predict. So Harvey’s view of a logical world snaps and he jumps to the other extreme of only chaos getting a say in anything, abandoning all moral responsibility.
So Rachel as Two-Face would either need a different motive unique to herself or be written a lot cockier than she was in either of the films.

That five-year plan is likely to start with movies such as Black Widow, The Eternals, Shang-Chi, and others. Unfortunately, on the list of topics Feige is unwilling to talk about in depth, Phase Four is even higher than Avengers: Endgame. The two things are seemingly too closely related, and any acknowledgment of the myriad of news out there about Phase Four could potentially ruin something in Endgame. Feige does think, though, that the new films are a worthy successor to the record-breaking first three phases of the MCU.
“The slate that we’re building over the next five years [is] not apples to apples,” he said when asked to compare the past and the future. “It is two very distinct things and I hope they’ll feel very distinct. But there is a similar mentality going into it, which is ‘How can we continue to tell stories with some of the characters that audiences already know and love in a unique way, in a different way, in surprising way, of which we have a lot of plans and ideas and work already going into it?’ [Then] ‘How can we introduce new characters that even hardcore fans, comic fans, have barely known or barely heard of.’ That’s really exciting too.”

I could see the FF coming back sooner since it's already been almost 4 years since the last....attempt. With the X-Men, I can see them wanting to put the franchise on ice for a while so they can make it clear the MCU version will be its own thing unconnected to the Fox movies, but with the FF, there's less need since the Fox FF movies weren't terribly successful to begin with.

One Strip! One Strip!I have a hard time believing that Marvel will sit on a new Deadpool movie for five years.
This song needs more love.Oh, Disney will the current Fox movies finish their run, and that includes Deadpool. Remember that the sequel already didn't do as well as the first one, so I guess they will let him make his jokes largely independent from the MCU but maybe referencing it until the audience gets tired of it.
It is actually smart to wait a few years and let the X-men be for a while.
Count me in as being more interested in the fate of the fantastic 4, the Silver surfer and the various properties which are lesser known.
Honestly, I don't really see what the X-men would currently add to the MCU anyway.
Addressing prejudices? That is something you can do better in a TV show anyway, and you don't really need the mutants for it. In fact, Ao S did a better job to discuss what people with powers have to face while also acknowledging that being afraid of them isn't exactly the same thing as being afraid of, well, gay people for example than the X-men movies ever did.
Having some sort of school or academy? Again, something one can do better on TV and/or streaming and which can be done with the young Avengers just as well.
And yes, a lot of the X-men are popular, but there are so many other comic book characters which never got ANY movie adaptation (or never got any movie adaptation which could be called "good") who also have their fanbases and who fit way better into the MCU than the X-men do.
Plus, if you reboot the X-men/wolverine now, you will just get a lot of moaning from those who liked the Fox verse better are who are hung up about Hugh Jackman. Wait at least eight years, and the same people will be excited that they get something X-men related at all.
It's a shame that the F4 have gotten so shafted in terms of movies, because they're not bad characters. The F4 are insanely popular for a reason, they are great characters with great chemistry and great stories if they're written right. Just look at the various Fantastic 4 cartoons, they're mostly great.

I think that be a first for Two-Face.
