No I don't buy it. Her character is very consistent throughout the film, EXCEPT for this one scene that's plopped in out of nowhere.
Also nowhere in the film is it stated that she's had such "experiences" with dudes getting buff, so that's pure headcanon.
I dislike when writers do that, writing a character woefully out of character just for the sake of making a cheap joke/gag (especially when the film has more than enough humor as it is).
Nah, why Peggy is so angry is made clear. After all she saw him kissing a woman, and she is very clear about assuming that by loosing his scrawny look, he also lost his humility...remember, Peggy didn't fall in love with hulking Steve, she liked the underdog. The moment showed her that he wasn't an underdog anymore. And she specifically said that she could relate to him because she also had experience in being denied opportunities.

Peggy shooting at Steve is one of those scenes that exists to be funny in a vacuum so they can put it in the trailer, and then come up with an excuse for it to happen in the film after the fact.
Specifically, Peggy shooting the shield is the big laugh to close out the trailer. It's her Establishing Character Moment in advertising, telling audiences to come check out this movie with this gruff badass woman who doesn't hesitate to stress-test the shield because she's tough and gritty.
But it's also kind of psychotic so in the film proper they came up with a paper-thin excuse to justify briefly derailing her and making this scene happen.
Marvel puts a lot of things in the trailers that wind up very different contextually or loaded with in-the-moment excuses to justify this ridiculous moment the trailer forced them to include. The marketing team has a very weird relationship with the filmmaking team.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Neither of which are in the actual films if I remember correctly? They were ONLY for the trailer. In fact, in GOTG, it turns out that Quill is actually staring at Rocket's scars/mutilated body (which hints at the latter's tragic backstory). So, completely different than what the trailer implies basically.
Speaking of trailers and the like, Avengers: Endgame's marketing will only show off snippets from the first 15-20 minutes.
At this rate, I almost wouldn't be surprised if they did that ploy that was going on when Psycho came out in that no one was allowed inside the theater once the movie started showing.

The less I know about Endgame's story going in, the happier I will be. Great on Marvel for this choice. They don't need to sell audiences on the action.

...Yeah, I'm not buying it. Though I wonder if Mr. Jackman actually does appear in Endgame (very unlikely), it'll be as someone new, like how Peter "Bolivar Trask" Dinklage appeared in Infinity War as Eitri.

Jackman has more or less owned the role of Wolverine since 2000, but I'm pretty sure he said he's done after Logan.
I mean, despite my feelings on Logan, I'd love to see his incarnation of the character make it in, but I think that's pretty unlikely, unless he did Marvel a solid and appear one last time as an alt version of himself.

Aaaaand, being an independent, self-made woman in the middle of the 40s means Peggy got burned by a lot of men before; I don't believe it is unreasonable to assume, after becoming Mr. Muscles, he let the fame get to his head. (And he was in a fairly compromising position).
Sure, I agree it could be brought up later, but that I blame the format of the movie, the montage starts literally in the very next scene.
