If you're posting tagged spoilers, make sure that the film or series is clearly identified outside the spoiler tagging. People need to know what will be spoiled before they choose to read the post.

Technically, the Golden Oldie is, in fact, a joke: that Marvel Team-Up issue was part of "Assistant Editor's Month" where the assistant editor wrote the story, which was generally bizarre and silly. In the issue, it turns out it was All Just a Dream. Or, as the Marvel wiki puts it: "Soon Peter Parker wakes up and learns that it was all a dream. Then Danny Fingeroth wakes up and learns it was all a dream. Then Jim Shooter wakes up and learns it was all a dream. Then Stan Lee wakes up and..."
@Hail Muffins: Umm, character development both on trope page and wikipedia point out its essentially same thing as character arc, its not about literally developing a character or fleshing them out, its how character develops over the course of the story. So umm yeah, it is about progression.
Both Wikipedia and this website are user-edited, and neither are necessarily definitive or comprehensive. (The Other Wiki's disambiguation page for Character Development could probably also link to Characterization
, given that it already links to video/tabletop game character creation and leveling up, as well the idea of moral character.) Definitions of terms can and do still vary. Language is imprecise, and different writers and teachers have used the word "development" to mean different things.
I personally would have said that a dynamic character changing over the course of a given arc is one form of development — a static or initially flat character who is rounded out or given added depth over time would be developing that character as well. As it is, TV Tropes kind of approaches from the opposite direction, where flows out of Character Depth. It's not wrong, it just shows that what people view as the 'top' or starting point is a matter of personal perspective.
I think the initial branching point here is just about whether you take character development to be about something the character is doing (the character is actively developing throughout the story) versus something the author is doing (the author is developing a character in front of the audience over the course of the work). But neither one is actually wrong, and they're not mutually exclusive, either. It's just a matter of being on the same page when discussing them.

Well, I define Character Development exclusively as something the Author does, as in they develop a character so we can better understand it, giving it depth, etc.
If a character changes over the course of the story (which is not necessarily development), that's just the way the Author chose to develop that character, and just because it's the most common it doesn't mean it is the only one that exists.
@Gaon: Yeah, a bit of a dick move on my part to just assume Ryan Coogler has the sole claim to how well M'Baku was written.
In my defense, I have not read a lot of Black Panther comics.
