Different versions, different rules. Ghost Rider for all his power is mostly confined to earthly matters. He is no cosmic character.

The Penance Stare wouldn't work on comics Galactus because Galactus isn't a being capable of remorse. He's a force of nature, pure power cosmic. It'd be like making a hurricane feel remorse for the damage it causes.
However, there's nothing stopping Ghost Rider from affecting cosmic characters in general. His stare doesn't work as intended on Thanos, but not because he's incapable of affecting him: it's because when Thanos is faced with the pain of all of his victims, all he feels is joy.
In that regard, that kind of caveat would work regardless of the power level of the recipient. The stare wouldn't work on someone like, say, the Joker for the same reason.

In fact, I thought the writers for AOS were originally going to have the endpoint of the show be Season 3. Think about it: the end of the Hive arc basically brings about the finale to almost all the storylines. Ward/Hive is completely dead, Hydra is all gone (until Season 5 that is), and a character sacrificed themselves to prevent the end of the world. If there was no flashforward in the last scene, then everything would have been wrapped up neatly. But I believe they already knew they were renewed for Season 4, so they included the flashforward and then decided to do something completely different for Season 4 (Ghost Rider! Darkhold! Aida!).
Since the show has been on the brink of cancellation, the show had kind of a wrap up for every season. But season 5 went full circle in a lot of ways by addressing story-arcs which were set-up in season 1, finally wrapping them up with a big final boss so to speak. Now the only "bigger" plot point left is the cocoon under the sea and maybe whatever happened to the guy who tried to kill Skye in season 2.
...dangit.
I finally got around to watching Ant-Man and the Wasp with my son. Laughed my ass off. There are only two things that really bothered me about it.
- "Quantum" everything. Yeah, yeah, I know, it's a superhero movie, so I shouldn't expect the science to make sense. But having your main character lampshade the absurdity of it all doesn't stop it from being absurd. Honest Trailers called that out and I'm sure CinemaSins will as well.
- No strong villain. Again, not a bad thing, but I kept waiting for a reveal or a twist that never came. Beat the dorky bad guys, beat the girl who isn't really a bad guy by fixing her, Pym's wife is back, everything is happy? Oooookay. Now maybe there's some comic lore that I don't know about, so that Ant-Man 3 will have Janet turn into a supervillain or something, but from the minute she possessed Scott, I was waiting for her to be secretly evil. The film feels like it lacks any real stakes.
I'm ignoring the stinger, of course, because Avengers 4 is going to fix all that, presumably.

No galaxy in danger, World War III on the horizon, or anything utilitarnianistically catastrophic like that. Just Janet's life weighed against Ava's life, and the threat of imprisonment for Scott, Hope, and Hank. All very personal stakes.
I feel like Sonny Burch is underappreciated as basically being a Netflix-tier mob boss villain who manages to be a persistent thorn in everyone's sides despite being grossly underpowered and incompetent compared to the heroes or Ava. He anchors the film back into reality instead of letting it drift away in its own little quantum bubble.
You cannot firmly grasp the true form of Squidward's technique!I don't think Ghost was the villain — I think of Ghost more as the antagonist, but her goal isn't evil at all, it's merely to stop the pain and stop herself from dying. I like that there's really no big villain in AM&TW. I enjoyed the lower stakes, but I also liked Ghost as a character.
I really hope that they bring her back for Thunderbolts in Phase 4 or something.

Oh, an I just learned that Ao S yesterday won the Award for best visual effects in a TV show (with over 13 episodes).
F... finally! This was sooooo overdue.
(Frankly after four years of trying to convince everyone that Ao S deserves more attention, this is like a bonanza of good news! It is great to see the show finally getting some of the attention it deserves!)
