In all seriousness, Infinity War is probably going to be the best opportunity the MCU is going to have for Steve Rogers to use his Nomad persona.
Perhaps he's been using the Nomad name as away to carry out some clandestine superheroics between the events of Civil War and Infinity War, and he keeps the outfit (which, while stylistically similar probably won't have the full v-neck) through most of the movie, only getting his shield back near the end and reclaiming the mantle of Captain America in his final scene. This lets us have a full movie of Nomad but clearly sets up a return to Captain America in Avengers 4.
I wouldn't get your hopes up for, like, Cap in full Nomad attire making pronouncements like, "Evil shall fear, for the mighty Nomad has arrived!" The MCU doesn't really do that.
I expect Rogers will be operating under the mysterious guise of Steve Rogers and we'll just get a cute Shout-Out to the Nomad name. Maybe his secret Avengers operation is called Nomad. Maybe someone makes an aside comment about how he's become a nomad. Definitely not some big superhero pronouncement like, "Captain America is dead. Call me...THE NOMAD!!!"
He almost certainly will not be wearing a mask, on account of having absolutely no reason to do so. He has a public identity and intends to just keep doing what he's been doing so it's not like an anonymous mantle would benefit him in any conceivable way. "I'm a wanted fugitive for illegal superheroics, so I shall don this mask! That way, no one will know it is really me as I perform illegal superheroics and become a wanted man in this new identity too!"

Like Swanpride said, it'd be a rationale for becoming "Steve Nomad" or something. But a costume, mask, and superhero name? Just to continue doing the same things he's wanted for in the first place? That's completely pointless.

Eh. Nomad was a footnote, a comic book in-joke that barely lasted a few months. Marvel doesn't have a ton of characters with capes, at least not to the same degree as DC. Most of the big ones are villains (Magneto, Dr Doom, the Sentry depending on the arc). The MCU's still got Thor, Vision, and Doctor Strange, and between them, Spider-Man, and the Guardians of the Galaxy, they're still doing some of the most enthusiastically fantastical stuff we're likely to get.
Just get Scott Buck out of this company and we'll be back on track, I'd say.

I'm still scratching my head on how Scott Buck got the Inhumans TV show gig after doing Iron Fist and from what I've frequently heard were the worst seasons of Dexternote . Sure maybe he can write a pitch that sounds great on paper, but the fact is he hasn't been able to consistently deliver on the end product when he's in the showrunner's seat.
The pitch for Iron Fist also probably looked a lot better on paper. Playing up the legal and corporate drama doesn't sound too dissimilar from what Daredevil and Jessica Jones did successfully, it's just that in this case, it ended up being boring as shit.
As for the Nomad suit, I always figured a fugitive Steve would end up looking functionally similar to his look as "The Captain."

Well, I was hoping that they would at least address Bucky being there and how the fact puts Wakanda in danger. I wasn't necessarily expecting them to unfreeze them, I was just kind of expecting that his presence would be part of the story.
Also, I set my priorities however I want. While I am at least interested in everything related to the MCU it doesn't mean that I like all characters in it equally.
