Technically, the MCU could cast Jennifer Lawrence as a shapeshifting character named Raven with the exact same personality as Mystique, so long as they don't use the codename "Mystique" or show her in her blue-skin-and-red-hair form.
A popular actress and critical darling wants to be in your already surprisingly successful sci-fi franchise and is friendly with two of your leading men (sort of)? I'm sure they could find some alien character, even another shapeshifter for her to play if she was serious.

Perhaps, if Lawrence still wants to play a shapeshifting character, she could be a Skrull? Marvel does share the rights to the Skrulls with Fox after all.
Are there any heroic female Skrulls from the comics she could play?note The only one that comes to mind for me is Xavin from Runaways, but since they're already making a Runaways show, that's probably a more likely place for Xavin to appear (assuming they've already established the Skrulls elsewhere in the MCU by that point), and besides, the last piece of Marvel news I want to hear right now is another Race Lift controversy.
J Law, in a supporting role? For multiple movies with the recognition will likely go to the lead of the franchise? Yeah, there's no way that will happen.
I would imagine anyone who enters the Sanctum to talk Accords to Strange would probably find themselves a few blocks away with a few hours of memory missing. Based on the comics (and seems pretty consistent with MCU Strange as well) he tends to see himself as above, or at least apart from, 'mortal' politics and conflicts. He deals solely with the mystic and cosmic realms (so Thor, being from Asgard, would be in his purview. The accords would not.)
That said, Comics Strange is vastly more powerful than the MCU version has been shown as thus far so it's possible he could be engaged by mundane people.
