The Shocker does seem a pretty good fit as a 'starter villain' - if he's the mainline Shocker not the perennially failing Ultimate version he's got the experience and the savvy to be a decent threat (certainly to a Spidey just setting out) and his professionalism and pragmatism serve as a contrast to the idealism of our hero. It would also be relatively easy to make him a pretty sympathetic guy - just doing his job, using tech he made for himself and doesn't go out of his way to imperil civilians as a matter of course (though this one does depend on the writer.)
Also, he's not Green Goblin, Doc Ock or Venom which while making the 'Big 3' Spider-Villains are probably overplayed by now in the same way the Joker is.

He was also Spoiled by the Merchandise at Comic Con and more recently one of the Lego sets.
It's user-edited, but that listing's been up for a while, and it seems like edit-warring would've put in an (unconfirmed) at least if the rumour mill wasn't fairly sure.
I wouldn't make IMDB my go-to source for breaking news, but its cast lists tend to be pretty stable. In no small part thanks to actors' representation wanting to make sure their clients' publicity is accurate, I would think.

6 the only Shocker I know is Herman Schultz, New York's top egoistical public criminal who wants to have his name heard all across the world. He always boasts about how unstoppable and great he is. He's basically an alpha troll. if he recurs i wonder if his costume will get an upgrade 2 films from now.

Schultz is actually more generally known for being the absolute opposite of a troll, as he is (one of) the few Spider-villains to not ever get into any kind of personal vendetta with Spider-Man and is a literal career criminal, but tends to limit himself to bank robberies and heists simply to avoid drawing heat from the bigger guns of the MU.
One more recent interpretation had him as a borderline butt monkey but even then he was the most competent and effective of the Sinister Several when he got dangerous.
"These 'no-nonsense' solutions of yours just don't hold water in a complex world of jet-powered apes and time travel."Which is funny because when Luke Cage, Iron Fist and a bunch of other dudes attacked, despite fairing the best against them, he was still treated as pretty much a joke by Heroes and Villains alike, which is kinda annoying for a guy with his level of professionalism.
One Strip! One Strip!Yeah Shocker's main draw is pretty much that he's just a common criminal with mild superpowers. He doesn't have grandiose schemes for world conquest or Shakesperean plans for revenge. He's just a crook trying to make a quick buck.
"All you Fascists bound to lose."Which is pretty much perfect of a Spider-man movie. I never got the need why every villain in the previous movies had to have some sort of personal connection for Spider-man. In a good Spider-man story, the villains aren't exactly the point, the point is how Spider-man manages to balance his crime fighting with his RL problems.
The best part of Shocker in that series was that when they had him go against Punisher
◊, it was a quick Curb-Stomp Battle in Shocker's favor. Most writers are so obsessed with sucking Frank Castle's rifle and saying how he's the bestest most unbeatable badass of all time that very few of them stop to consider the sheer logistics of some normal human with a gun going up against people with actual powers.

Forever liveblogging the AvengersMost Punisher writers probably like him a lot, but isn't the main reason for him to show up in other heroes' books (and villains', in this case) to make them look better by comparison? Though I suppose that's generally 'better' in a moral sense, as opposed to getting reverse-Team Rocketed by Shocker.
