I've been on the fence about whether or not he's trustworthy. He gets my paranoia bells ringing. The fact that he was Captain America mitigates some of my concerns, though, because it means he's probably sincere in his stated goals and motives.
Which doesn't mean he's well-suited to the Director of S.H.I.E.L.D. role, mind. Just that, as demonstrated by letting himself be blackmailed twice, it's more likely that he's going to screw up out of improperly fitting the needs of the position rather than because he has some secret evil agenda. At worst, he might go Knight Templar and do something well-meaning but dangerously reckless like posting all of S.H.I.E.L.D.'s data on 4chan.

I have the feeling the point with him is that he means well, but he actually fakes the virtues which are natural to the character of Steve. He is actually a good exercise in how unlikable Captain America can be if played by a lesser actor than Chris Evans, who manages to sell Steve Roger as a very genuine guy.
If it isn't, somebody should write it. Maybe make Vladimir Putin have a robot bear bodyguard or something. On a unicycle. That turns into a bunch of Russian nesting dolls. And does that one weird dance that Russians do a lot where they cross their arms and kick their legs.
Have you any dreams you'd like to sell?Well, there is still time...and honestly, they need to tweak the concept a little bit anyway because the idea of them pretending to be heroes while being villains in disguise won't quite work.
But borrowing Moonstone or Screeming Mimi in order to let them turn up someone where in Captain Marvel isn't a bad idea...she lacks her own set of villains after all.
One of the main problems might be motivation - so far, there is no reason MCU!Zemo would establish something like the Thunderbolts. Hawkeye, Bucky and Black Widow would work together fine, but it makes more sense to do that in a Black Widow movie, especially since none of them is a particular anti-hero.
Meanwhile, neither Zemo or Ross seem much of a team player, and particularly in Ross' case, a movie centred on him leading a team doesn't sound all that entertaining. No offense to William Hurt, but I'd be likelier to watch a film about tiny Cassie Lang becoming a grade school version of Statue.

Well, I was actually thinking just having them all in the same movie would be enough of a spiritual adaptation, I doubt those four would be on a 'team' per se. Ross could be the same obstructive overseeing officer that he always is, Zemo would be the bad guy, and either Black Widow or Hawkeye (or both) could headline. If the Hulk were back at this point, then his presence, in any capacity, would be enough for Ross to involve himself, one way or another.
If Zemo pretends to be Citizen V, and if Moonstone is around by then, then maybe they could steal Shocker or Tinkerer from Spider-Man, maybe a new villain or two specific to this story, and do Justice, Like Lightning... Probably segueing into a real threat halfway through, because we'd still need one of the known superheroes to star in this thing, I think.
Or not. I could be wrong. Maybe they're already planning something else entirely different.

It just seems that he simply wouldn't be interested in that kind of thing. I'm not saying that his ego is more humble than that of his comic self, but he doesn't have the same need for showmanship? I can't see this guy running around with the medieval family sword, and I doubt he'd take up superheroing just to show Steve Rogers/The Avengers how much they suck.
Could also be Zemo on his own though, he does have a long history as a Cap adversary. And in Civil War he did seem a tad obsessed with Steve in particular, going on about the hint of green in his eyes and all that. I simply think the motivation to found the Thunderbolts needs to be a bit more than that.
ETA: Moving away from Zemo a bit - if there was a Thunderbolts movie, who would you like to see as Moonstone and Songbird?

But isn't that the great thing about Agents of shield? They manage to take the most obscure of characters and make them interesting. I am still hoping that Donnie Gill will turn up again one day.....
