Which is why I said "too early" but Civil war would be a fair indicator considering that the filmography of Whedon and Gunn isn't THAT extensive either.
Even if Gunn delivers a great Got G Vol 2 I lean more towards the Russo brothers because they really have a knack how to stage a good action scene (yes, I know, they have expert for this kind of stuff but still, the action in the Winter Soldier is head and shoulders over everything else, though Gunn is at least really good with space battles) and a very firm grip on the characters. I am still impressed with how many of them they juggled for The Winter Soldier. And how they dealt with the Tie-ins. In no other movie they are that settled and yet meaningful.
Mostly TV, they directed a number of community episodes...which is apparently a really good training for film, considering that 10 Cloverfield Lane was also directed by a community alumni, and the movie really impressed me for what it was.

You mean because the world is entirely fake? Good point, but I look for a little bit more...like camera angles, the staging of the scenes and the quality of the performance. James Gun is good, really good (and yes, I think he is better than Whedon when it comes to that), but I feel the Russo bros did a little bit better in The Winter Soldier.

Well just from the interviews it seems like the Russos and I operate on very similar wavelengths when it comes to characterization, plot, and priorities. Like, it's ridiculous how much stuff on my personal list of hopes and fears for Civil War got addressed explicitly at some point by them in a way that I liked. Whereas Whedon does make very good stuff on his own terms, and Gunn's just not to my taste.
As someone stated up earlier, I'm tempted to consider Ant-Man's director the best just for somehow salvaging Wright's initial movie. Even if it's not my favorite MCU film, it's just plain impressive.
But I guess I'd probably have to go with the Russos thus far just based on Winter Soldier. I'm actually fond of Whedon's snarky humor and would still consider Avengers my favorite MCU film, but Winter Soldier comes pretty damn close to perfect as far as directing goes.

Winter Soldier was easily my favourite MCU movie, but one movie (not "one MCU movie" or even "one big action movie" - one movie, ever) isn't a lot to go on. And there's a lot of room to screw up in Civil War - the politics; the large number of charcters, including some new ones with large fanbases; the number of plot elements associated with those charcters; the need for a strong, credible rationale on why the heroes would come to blows; and not least, the fact that at least the general concept (though not the specific conflict) is based on a comic arc that's widely hated.
If they can make as good a movie as Winter Soldier, then I'll know they're my favourite MCU directors. And if they do, they'll be some of the most sought-after directors in Hollywood for the next while.

It's basically a question of "which of these movies did you like best", which is a fair question to ask but actually judging the director's filmography as a whole would require multiple films probably.
