We can mention new releases in a general sense, but please be courteous to people who don't want to be spoiled.
If you're posting tagged spoilers, make sure that the film or series is clearly identified outside the spoiler tagging. People need to know what will be spoiled before they choose to read the post.

The big issue standing in the way of the Masters, at least at the moment, is membership. Nobody but Hammer ever survived going up against Tony (not even Dragons and henchmen), Loki's the only villain still alive after Thor's adventures and he doesn't have any really reason to focus on Earth any more (not that his other villains would either, or would deign to be part of a human "team"), and Cross is either dead, super-tiny or (most likely) both.
So, provided both Zemo and Crossbones survive Civil War, that leaves us Abomination and Crossbones, with Zemo as the leader.
They'll need to take characters from AOS or the Netflix shows (Blizzard and especially Absorbing Man would be interesting), or invent/adapt a few new characters (I could see them introducing someone like Songbird in a Masters of Evil movie). I could see a legacy character or two showing up, too (like someone new using the Whiplash technology).

If Kill-o-gravalava can one-up Crosstron in nasty acts, I'll be impressed. Even more if the fans squee over and try to excuse him anyways solely because of the fact that he's being played by David Tennant. "I'll never stop loving you, 10th! NEVER!"

One thing I noticed about the Chris Evans interview: He basically said that beforehand he didn't have much fun in acting because every time he was on set he doubted that the movie would even be good. Which, considering the roles he played before Captain America, is very understandable. So apparently one of the reasons he is now so enthusiastic about staying in the MCU is because he is now playing in good movies. Doesn't that imply that at least Chris Evans believes that Civil War will be good, too? I don't think that he would look so happy if he were dissatisfied with the way things were going on set.
Yeah, the lack of recurring villains in the films is kind of a problem when assembling a villain team. Zemo, Crossbones, and Abomination (if he escapes). But then you could bring in AOS villains, which would be really interesting. They may not even need to explain where they came from, just say, "These guys were in SHIELD's case files. They are nasty pieces of work."
I mean, they could at least use Absorbing Man, after he turns back from being stone.

Absorbing Man and Graviton are the only ones introduced so far that'd work though. The rest are neutralized, not Avenger level, or too personal for the Ao S cast to have them not be involved.
It could be less off the silliness and more of the coincidence/Meaningful Name. I'm not sure where they intend to go with the character but maybe they thought having him actually use the name or end up as a snake-themed villain while coincidentally having a name of a snake was too dumb.
Kilgrave is still out there but it's not like his power is killing graves.
Absorbing Man would work especially well, because his basic job description in AOS is "guy who will do super mercenary stuff for money and stuff to absorb, no questions asked" - which means he doesn't need much plot dedicated to him while still bringing the badass and awesome.
Plus, absorbing Mjolnir. Gotta happen.
The MCU needs a few more guys who are just supercriminals without plot connections, who can just appear fighting superheroes without needing lots of baggage attached to them - Amazing Spider-Man had the right idea with Rhino (imo, Rhino's appearances were some of the few things in that movie done right from start to finish).

It's possible the Masters (of Evil) might be Anti Villains this time around.
If they do the Thunderbolts then yeah, probably.
And if they do do an Anti-Villain Thunderbolts bit, it'd like someone to fish up Blizzard for it.

MCU's Baron Mordo is an adaption of various Dr. Strange rogues. can be anyone from Sliver Dagger to Kaluu. but someone like Baron stays mainly in Dr. Strange stories... yea hes not the type to join something like masters of evil. hes always ilsoasted away from everyone else. but Klaw is or should I say Klaue fits perfectly. hnmm i can only see the eldertich horrors strange faces that can crossover if things get real bad. not in a supervillain team but a superhero beat down. team INPUT + dr strange vs ancient blah blah blah

I have seen people actually called Kilgrave but I haven't seen anyone with "Cottonmouth" for a surname, so that's probably why if I had to guess. It's easier to buy Kilgrave as an actual surname.
