Honestly, even if Steve lays down his shield, I am not ready for someone else taking it up. Captain America is for me not just a guy with powers. It is Steve's personality which makes him Captain America. He is not really replaceable, no matter what they did in the comics.
Considering that Chris Evans wants to direct, it will be hard for Marvel to convince him to do another Captain America movie, and to be honest, I don't think that it will be needed. There are so many other characters which can be explored.

This. Deadpool gets around a lot. If everyone Deadpool has ever interacted with were owned by FOX, Marvel wouldn't be able to make movies at all.
Taskmaster Movie?
When he's not being a killer mercenary, Taskmaster tends to teach. He's operated his own school where he taught aspiring supervillains the skills they would need to excel at supervillainy, and he did the same thing in reverse at Camp Hammond during Avengers: The Initiative, teaching Fifty-State Initiative Recruits the skillsets to make them superheroes.
With that in mind, "Taskmaster's School for Aspiring Supers" could make for a fantastic action-comedy. He's rarely had his own book, but he has a great premise.

Nobody needs a movie. Not one character has to have a movie. There is no correct answer because the question is wrong.

That's the point.
There are all kinds of characters who it would be glorious to see in a movie for all kinds of reasons. Characters like Iron Man, Thor, and Captain America. Nobody ever needed a movie for them. The world would not have stopped turning if they didn't get a movie. They got movies because movies featuring these characters were strongly desirable.
Black Widow is the same. If you ask the question, "Does she really NEED a movie?" the answer is no, but it ignores the fact that nobody else who got a movie really NEEDED one either. The MCU itself was never needed, and within the MCU, there is not a single character who the MCU couldn't have happened without. Not even Tony Stark.
Fans don't want a Black Widow movie because it's needed. They want it for the same reason they wanted Doctor Strange, Black Panther, and Captain Marvel. They want it because they love the character and want to watch a movie starring her.

So the burden of any discussion about the lack of female superhero films or lack of merchandise inevitably fell on her shoulders.
Think about it like this. There's a decent argument to be made about how someone like Captain Marvel was a better fit for a solo film since she's had a much longer history as a solo character, actually has something of a rogues gallery, and fits with the overall cosmic plan for Phase 3. But do very many people outside of comic fans know who Captain Marvel is?
Probably not, or at least not to the degree that they do Black Widow. That will obviously change once the movie actually comes out (just like it did for the Guardians) but right now there's still so much focus from the mainstream about the lack of a Black Widow movie because until just a month ago, she was the sole female Avenger in the entire movie franchise. It's understandable that she takes so much precedence in these discussions and articles despite there arguably being better suited candidates for a movie.

Which is also why we needed a Nick Fury movie. Can you imagine how rad that'd be? Especially if they based it on Jim Steranko's run? It'd be the 60s spy movie to Winter Soldier's 70s political thriller.

Which is exactly why I would have preferred a Black Widow movie first. There is so much riding on a female lead Superhero movie. If Wonder Woman and Captain Marvel fail, we are back to square one...or even worse off. Natasha on the other hand is popular and played by one of the few actresses whose name has become a draw for the audience. Even a bad movie with her would most likely make a decent box office which is, in the end, what counts the most for the studios.

And we'd get to see Sam Jackson doing this, which would definitely put it in the top ten movies ever made.
That's an idea that, while cool, is hampered by the fact that Samuel L. Jackson is in his late sixties. Doing a stunt like that might literally kill him.

Will there be more Cap movies? So far they seem to be settling into doing trilogies for their series.
