If you're posting tagged spoilers, make sure that the film or series is clearly identified outside the spoiler tagging. People need to know what will be spoiled before they choose to read the post.

The impression I get off Howard/Steve is a particularly strong Broship with some romantic overlap. Like, they could totally be best bros all their lives if Steve hadn't "died", but a short-lived sexual relationship that ends awkwardly but from which their friendship does recover wouldn't be out of the question.
Thus, I would describe the relationship Howard seems to desire as "emotionally-intimate best buds".

Later on in the season, Peggy says. "Howard, I know you loved him. I loved him, too." Plus, Howard Stark's greatest regret (at the time the show takes place in, anyway) is failing to rescue Cap and that causes him a lot of emotional distress. He's practically near tears!
The implications seem pretty clear to me. Howard Stark had a big ol' crush on Captain America.

Yeah, the thing about Tony's complex because of Steve was definitely what I was trying to get at. I'm honestly baffled how that got interpreted as a slight against homosexuality, considering I was just agreeing with the need for LGBT representation a page ago.

I guess there's room for him to view Steve as a son in a "I created you and made you what you are" kind of way even if they're chronologically the same age. I wouldn't quite call Howard mature but he seems a little wise for his years, probably because of his Self-Made Man backstory.

I've got fanfics for Frozen, Spectacular Spider-Man, Crash Bandicoot, and Spyro the Dragon.Most of his more overt Ho Yay was played for laughs wasn't it? Whereas the stuff involving Howard, Peggy, and arguably Bucky was played for drama. Falcon's and Sharon's are tonally somewhere in between the two.

There's actually a lot of flexibility for introducing "permanent" changes right now since it's all about to end.

Well, they've been killing off the entire Multiverse and are now down to 2 dozen worlds, the Ultimate and 616 universe are going to be involved in Secret Wars once the last of the worlds in the Multiverse are destroyed, the Ultimate Universe is confirmed to be scrapped as of Secret Wars, and they keep directly stating "The 616 is coming to an end" over and over again.
You tell me.

Good pick, in my opinion. They're responsible for what's either the best Marvel movie yet, or second-best after The Avengers.
I think they're also subtly ignoring the implication that, as one of the numbered worlds in the Multiverse (Earth-199999), the MCU either already has been or will shortly be annihilated by this storyline, which should abruptly end the films - a consequence that absolutely will not happen.

It's weird because during the first Cap movie Howard/Steve was never once a thing pinged my radar at all. Could've been retcon, could've been intended all along but Howard simply didn't have enough focus for it to come through, or maybe he's really good at keeping his composure around Steve.
