Forever liveblogging the AvengersI doubt they'll actually have him wear the Zemo mask, at least for any significant amount of time. That kind of thing just looks Narmy in live action plus it's inconvenient to talk and emote through. Not to mention all the comparisons to Bane in a bad way.
If his mask isn't seared onto his face then there's a good chance he's Helmut, not Heinrich.
Helmut makes more sense anyway: Heinrich's thing was (iirc) Mad Science and more straightforward supervillainy, whereas Helmut was more of a manipulator - both politically and against his opponents, which makes more sense given the plot Civil War is likely to have.
Not to mention his character being the son of the original Zemo allows the first Zemo to have been involved in HYDRA when it first started for a good Mythology Gag, and gives more credence to someone as apparently young as this Zemo is going to be having so much apparent pull in HYDRA.

I highly doubt it would be Helmut at this point. There's not much for him to do except to serve as C-list villain fodder and threaten to bloat an already crowded story even more. The MCU has already long move past his most famous accomplishment of taking Cap and Bucky out of commission. Helmut has a lot more storytelling potential with the Masters of Evil, although I doubt they'd actually call them that in the films since it's so campy and morally transparent.
I feel like the name Masters of Evil will most likely be a Mythology Gag, courtesy of Tony Stark making a Star Wars crack at Zemo.

My initial idea for the Masters might go would have involved Zemo or a representative essentially being the Anti-Fury: showing up in the Stinger and revealing themselves to a surviving villain, offering power, training, revenge, etc. Each time he would use some kind of play on the word "master" in his dialogue.
For example, in the training situation, something like: "you have vision, but you are but an amateur. With our help, you can become a... Master." Or somesuch hint.
However, Phase 2 wasn't the best when it came to giving villains permanence (or villains in general, tbh) with the exception of Winter Soldier, so I kind of gave up on that happening for now. If Zemo survives Civil War, however, it'd be pretty cool for the Masters thing to happen after that.
In fact, if it wasn't for the fact that they already pulled that with Crossbones and perhaps Malekith, Zemo spending Civil War unblemished only to be scarred by Cap in the climax would be a pretty good way to deal with the disfigured/mask thing.
