If you're posting tagged spoilers, make sure that the film or series is clearly identified outside the spoiler tagging. People need to know what will be spoiled before they choose to read the post.

Given as she broke out three of the biggest threats to HYDRA, rescued the head of SHIELD that HYDRA tried to assassinate, voted to dismantle SHIELD, led the anti-Helicarrier op, and personally activated the signal for them to lock on and destroy each other, Maria Hill must be the worst HYDRA agent ever.

^^ So... a HYDRA agent posing as a SHIELD agent replaced by a Skrull who doesn't know he's a HYDRA agent posing as a SHIELD agent that ultimately turns out to be The Chameleon all along?
Either way, Chameleon actually works better for him because he can be used without bringing in the mutant plot or an alien plot, which gives him a lot more versatility in the plots they can use him in - the main downside is that they've already been doing something like that in Agents Of Shield, with a character I'm still convinced is Madame Masque.

Oh God! Natural light!She knew that, with Pierce failing to kill Fury right away, it was only a matter of time before their whole plan failed. So she decided to maintain her cover and go for their secondary objective. Her voting to have SHIELD dismantled, freed her up to get in close to Stark Industries, as well as remove a lot of people loyal to Fury.
...I'm just going to say it flat-out - I wouldn't want that twist, and would think it was stupid.

Natural light!Or she could have, you know, actually killed Fury, shot Widow and Cap dead either while they were mourning Fury or when they were captured, and then there would be basically no chance left of Pierce's plan failing at all. And if not, she could have given them the wrong directions on the Helicarrier, given them fake replacement targeting chips, or alerted SHIELD/HYDRA to their location while the heroes were hiding in Fury's secret base.
Also, she was on HYDRA's targeting list. Literally. The very first person that the Helicarriers target onscreen is Maria Hill herself. To sum it all up, no, there is absolutely NO way she's a HYDRA agent unless she is somehow the most brain-dead and traitorous double agent ever.
I can't tell if you're serious or not.

We don't know that. In fact, I still think it's far more likely that they can't. Agreeing to work with Sony does not mean that they suddenly have free reign of all the Spider-Man characters.
As for Maria Hill being HYDRA...she's the only person Fury was absolutely sure he could trust. More than Nat, more than Coulson, even more than Cap. Sure, she could still feasibly be fooling him, but given that he didn't even trust Captain freaking America that much, he probably has very good reason to believe she's fully on his side.
It just wouldn't feel like Civil War without Maria Hill as the Marvel's most prolific Obstructive Bureaucrat.
Now that we have Spider Man in the MCU, can we please have the real Mandarin as his arch foe?
