Trust no one.I feel like the problem with the What If version of the zombies for this scenario is that while the zombies retain their powers for the most part, they're still the typical slow lumbering zombies that you'd find in most media. So I think a zombie Killgrave wouldn't be particularly effective since he wouldn't be able to talk intelligibly.
It's been 3000 years…I'm reminded over in D Ceased the DC zombie story, the idea of a zombie Flash is the most horrifying thing ever because he would still maintain his super-speed even as a zombie.
DC vs Vampires also has a similar idea where they kill Flash instead of turning him into a vampire cause his super metabolism would mean he would eat all of humanity in like a single sitting.

It is. He can slow down his own personal timeline to give himself absolutely ludicrous super-speed that even speedsters can't touch.
I feel like most forms of media with a speedster have a scene where a character slows down time and the speedster moves like a regular person.
That's how Zoom is even in comparison to speedsters. The downside to his powers is that he's temporally unstable and using them creates windows into other moments of his life that he can be forced into.
Speedsters really encourage Power Creep (ah, but this one is even faster), so good to find alternative solutions where possible. Slowdown powers are an obvious enough solution

Quicksilver in DOFP was every bit as broken as he is in the comics, and I can only imagine how broken Tommy will be with the Young Avengers or (if he appears) Northstar with Alpha Flight.
The best way to keep speedsters balanced is to handle them like MCU Quicksilver, where their speed is still within regular human perception. I don't think he ever moved faster than 200 miles per hour in the whole movie, and that's still fairly balanced as far as fighting Captain America goes. It's when you get to Mach 1 that speedsters start getting ridiculous, and FTL is just asinine.

Quicksilver isn't even that fast compared to most speedster. In the big Justice League/Avengers crossover, he was outclassed by Flash until they went to a universe where Flash's powers didn't work
His only outstanding trait is that he sees the world more slowly, which is why he's so angry.
Just make everyone a speedster! And when everyone's a speedster, no one will be!
Even if he isn't as broken as your average Speed Force user or Zoom, Quicksilver is still pretty goddamn broken by MU standards. The only way anyone who isn't way above his level ever seems to beat him is through plot-related stupidity on his part or individual writers nerfing him, because when Pietro is written competently and isn't fucking around, most of his fights involve the other party getting pulverized before they even have time to process half of the blows they're receiving.
Quicksilver in the comics hangs around the "Multi dozen Mach" speed, last time I checked. Which yeah, isn't Flash levels of crazy fast, but still pretty darn fast.
He is not the fastest man alive in the MU though, not even the fastest mutant 'glances at Northstar'

I think you could probably spin Kilgrave coming back from the dead as a literal zombie, purple with decay and rot, as something cool. Maybe something something Hand shenanigans or something something Blip. His name is literally "Kilgrave", audiences would have to be told that him being a purple zombie isn't actually from the comics, it just kinda fits.
And then all the FNAF jokes commence.
