If they weren't restrained by our system they would probably be openly selling those children to slavers.
And I'm not 100% convinced all of those officials who signed away those kids to human traffickers were all "just" incompetent or overworked.

I'd like to point out that military bases are actually decent places to put people up. They'll often house people displaced by disasters. Also, from the Washington Post:

Remember, these idiots drive, fuck, and vote. Not always in that order.The DNC is extremely limited in what it can actually do right now, on account of the Republicans' complete dominance of Washington in the 2016 election. Frankly, it's damn-near miraculous how much they've accomplished in the last year and a half given that they've effectively been reduced to Hapless Spectator levels of influence and power.

I think that's absolutely a reasonable fear in that we're all human and thus can befall the cognitive glitches that result in conspiracy theories, but in this context I don't think our mistake is especially unreasonable.
The Trump administration is extremely cruel towards immigrants so given the context "send undocumented immigrant children to military bases" sounds much worse then it would normally, and it still sounds pretty bad out of context.
