And it's interesting because it is a pretty unique situation, even if the base causes (Trump's a racist idiot) aren't unique to it. Vietnam's position to the US is incredibly unique, and in some ways sending Vietnamese immigrants back is like DREA Mers on steroids.
Given East Asia's... situation right about now, it's worth discussing how Trump is further alienating allies in the area and speculating how it can affect things.

The truly bizarre dynamic is the feedback loop between himself and Fox News. He expresses his thoughts and desires to someone like Hannity, they go on air and feed it back to him with their patented bogus pseudointellectual analysis, then he cites it as support for his own positions.
It's not just that he's stupid and racist: he is both of those things. It's that he's got this dynamic whereby Fox and Friends is effectively giving him his operating instructions for each day.

And that's interesting because in searching Fox News for anything on Vietnam, what comes up are minor news stories but in terms of stories actually tied to the administration, there's nothing but positive ones on Vietnam. Including one specifically saying that Vietnamese people like Trump. And another about Mattis thanking Vietnam for backing North Korea.
Oh, and also of note? Vietnam loves Russia.

That is interesting. However, Obama visited Vietnam and got a positive reception, so that's probably as good an explanation as any.
Also, I'm reminded of some analyses about Trump being somewhat anti-semitic and anti-trans out of nowhere (or more than usual), and the conclusion was pretty much that besides him being bigoted, he was also reflectively anti-minority. So it's like any time he gets a whiff that some of his supporters might not like a group or just that a group does something criticizing the norm, he'll start being against them.

Seriously, as someone who lives in southern California nearby the largest Vietnamese immigrant community in the country, I can personally attest to the fact that up until Trump, a huge number of Vietnamese immigrants justified voting Republican solely out of "But anti-communism!"
Also, said largest Vietnamese immigrant community is literally an entire door-to-door swath of Orange County. What the fuck is ICE thinking of doing? Literally emptying out miles and miles of residences so that white people can move in as subsidized housing instead?
Oh shit, I gave them an idea . . .

And now that I think of it, the presidents that did the most favors for the southern Vietnamese were both Republicans. Nixon campaigned on preserving South Vietnam in a "peace with honor" while relentlessly punishing the North with bombings, while Ford ordered the half of the Pacific Fleet to take in refugees when the South collapsed.

This is bizarre, but it's not exactly mysterious. Trump is the racist white grandpa albeit with money and power, the type of people who watch Hannity more than any other program on TV. If Fox and Friends is telling some old Boomer sitting on his couch how to think, it follows that Trump would be informed — misinformed — the same way because he basically is one of them. Presidents are expected to have more gravitas than to spend half their working day glued to a screen with Fox News playing, but this is Trump, a man who embodies the vicious racism, fervent anti-intellectualism and proletarian sleaze of the Ugly Old American.

My problem is that it's being talked about by some people as some great mystery when it's neither complex nor unprecedented. Trump has been doing stuff like this almost literally from day one.
So I think by the standards of a discussion thread it's rather pointless in that we're establishing nothing new and the cause is obvious. There aren't many places this discussion can go.
