It might be announced by a tweet. And that's not just me saying it. We've already had a "Trump Declares War via Twitter" scare, back in July. The first time he tried to ban transgender people from the military, Trump tweeted this:

You can't just say, "Oh, Trump would never Tweet that," because Trump Tweets a lot of things that no respectable President ever should or would. He announces policy decisions on his Twitter and has even fired Cabinet members on Twitter. There's no reason he wouldn't declare war there.

Yeah I don’t trust the North Korean regime to react with “he’s just talking shit on Twitter” if Trump tweets that military strikes are about to happen, sure its the most logical reaction if one understands US politics, but I’m not sure that the North Korea regime does, nor do I trust it to react rationally to anything.

In fairness to North Korea (and boy isn't that A Rare Sentence!), with a situation like that, I couldn't exactly blame them for presuming it was real, as believing it's not would be too costly if they were wrong. Similar to how every threat of bodily harm to the President is investigated, school shooting threat, bomb threat, etc. are treated.

Except there's a difference between bluster/belligerance and an overt threat and actual order to action - as mentioned earlier, those in the military were scared shitless when he did his attempted Trans ban, as they thought he was seriously about to order an attack on North Korea with it.
