In line with the general forum rules, 'gravedancing' is prohibited here. If you're celebrating someone's death or hoping that they die, your post will get thumped. This rule applies regardless of what the person you're discussing has said or done.

If states would do that, it'd sort of remind me of that law in Ancient Sparta which required people to beat their slaves. As in, you'd be punished for not beating them. Or so I've heard. Not quite as extreme, but it has the same principle of 'punish people for choosing to be okay'.

Those sell-by-dates won't stop me because I can't read!Sure, but what they're actually saying is 'I refuse to commit to anything, and in fact probably won't do anything'. Refusing to commit to something and then doing nothing is easy. Making it illegal to do things is significantly harder.
Like, what, do you imagine will have police going around, knocking on some CEO's door, and saying 'your company hasn't been meeting it's CO2 quota this year. You're under arrest'? That's just silly. Nobody's going to make a serious effort at making anything like that happening.
They might try to do some similar 'threatening to withhold funding unless you cut out that Paris Accord thing', but that wouldn't be making it illegal to follow the Paris Accord, it'd be breaking the law in a really transparent way that the courts would kill almost immediately.
There's been two terrorist attacks in London tonight. Trump's drawn a bit of attention for his tweets in response to it.
His first tweet was to quote the Drudge Report, which claims a van mowed down twenty people. The Met are only saying 5-6 people have been affected for now, nothing else confirmed. In fairness, there are indications more people than that have indeed been affected and we know there are fatalities (more than one is all we know right now). The point is that Trump's first tweet was to retweet a rumour instead of a fact from a reputable news source that's on scene, or from one of the British authorities.
His second tweet was to use London to demand the courts restore Americans rights and reinstate the Travel ban.
His third tweet got around to finally giving the standard foreign leader message of support to London.
All three tweets have been flooded by Americans lambasting him for not making his third tweet his first tweet...

Weaver, a former candidate in the race for a House seat in Iowa’s 4th Congressional District, was the only opponent against Republican Representative Steve King.
She said recent events including death threats, personal health risks, and family health issues all played a role in her decision to withdraw from the race. She also noted all the funds previously raised will be “distributed within the district to continue to oppose Steve King” and that she wants to see progress continue in the area.

For Texas to impose restrictions on cities meeting the conditions of the Paris agreement ignores that one, Texas has a growing wind energy industry going on, two, that major oil companies are investing in renewable resources because it's profitable, and three, that Republicans in Texas tend to not want to piss of their friendly oil swilling neighbors.
So... yeah, I very much doubt the Texas legislature will do that. And, apparently, Texas produces more wind energy than the next three combined. Yee haw!

Imagine how this whole thing must be irritating Trump right now. He pulls out of the Paris thing out of spite...and then a huge chunk, if not a majority, of the country goes right back in, ignoring him in ways that he can't do anything about.
He's going to try and claim it as a victory, but trying to prevent something and everyone just does it behind your back anyway, and make it really obvious they're doing so is pretty much a failure.
