We've funded lots of stuff. There was a project during WWII to strap incendiary bombs to bats and have them fly into enemy bases. At dawn, the bats would find roosting places in hard to reach areas, and then the bombs would detonate and destroy the base.
It was a disaster because some of the trial bat-bombs escaped and burned down the base they were being tested at. Which I call a successful proof of concept, m'self, but then the Manhattan Project stole all its funding and that was the end of that.

There is an interesting case of a bridge in Scotland that causes any dogs near it to mysteriously take their own lives by jumping off it and drowning in the waters below. No one knows yet what exactly it is (possibly acoustics that only a dog can hear), but something similar to that which no other military machine is prepared to deal with is preferable to just "more of the same".

Do the basic research first, don't put the cart before the horse. Learn to understand the human brain well enough that you can use that understanding to judge whether or not your proposal is feasible. Devote a bit of your time to anomalous results just in case you're missing something, but understand that the so called "Eureka!" Moment is extremely rare in real science.

Since I landed in hot water with the mods last time, I'd rather not go into too much detail this time (even if this does seem relatively tamer). All I'm saying is, changing the game on the national defense side of things instead of relying on today's conventions, may free up money and certain resources to be utilized for civilian or economic benefit.
