Well, it would not be terrifyingly difficult, if you're going to pass a massive infrastructure spending bill, to require the hiring of U.S. labor for it, but even if you don't, it would be far more work than could be done by those foreign "contractors". And by the way, I assume you are referring to undocumented immigrants?

The relatively minor complaint about reduced solar radiation killing shit is about vegetation around the panels getting less sun due to shade....
It seems the woman's house was literally right next to the solar farms.
I mean I can totally understand that. If you live in an area where the major attraction was having great views and easy access of green grass and wilderness, then having a bunch of metal slabs everywhere would probably lower the home value.

The trick with this kind of thing is the same as was done with the railways, back in the day; make the local populace shareholders in the new infrastructure. People complain less about trains being bulky and noisy when those trains are making them money. Likewise, people will be less whiny about windmills if they visualize cents coming into their pockets with every turn of the wheel!
@Fighteer, can't say for sure, the ones I've met have all been legal laborers with work visas. Around here most of the undocumented migrants are snapped up by smaller shady construction companies or farms note since there's a bit more oversight when it comes to large state contracts. For long term projects the laborers will try to pool their resources and rent trailers where maybe 15-20 people are crammed into each. Pay is the legal minimum wage, which for here is well below even a survival wage in a lot of cases. Until the economic downturn similar construction jobs landed an experienced local at least twice that.
So, we document all the workers and increase the minimum wage so they are forced to compete on a level playing field with out-of-work coal miners.
