Delaware is also officially part of the South. Virginia, Maryland and Delaware are closer to the Northeast culturally than the rest of the South, but still have noticeable Southern influences, history and fought for the Confederates in the Civil War (Though Maryland also had Union troops fighting for it too) so are part of the South rather than the Northeast.

Given the role of the dollar basically underpinning the world economy, the US is still indispensible and will be for some time. The only currencies even in candidacy for world reserve status would be the Yen, Euro, and Pound Sterling, and Japan is desperately fighting currency revaluation, the Eurozone's a mess. The United Kingdom might want it, though, considering their pro-bank Tory leadership might like a superstrong currency and they don't do much exporting.
It all depends on where you draw the line, and how you're categorizing. Personally I think the better way to do it instead of just sticking to North vs South is to call the area between them "Midatlantic", which would include states like Delaware, Maryland, or areas like DC, which don't really fit with either the North or south.
