I don't need to carry anything where I live, either. But I thank my lucky stars that I don't need to commute to someplace like South Philadelphia every day.
A concealed carry permit issued anywhere in Pennsylvania is valid anywhere in Pennslyvania. (They're issued by the county sheriff, and each county has slightly different requirements.) But Philadelphia keeps trying to ban all carry permits outright, and won't issue any in Philadelphia County. (What they still fail to grasp is that the people who apply for legal carry permits are not the problem; criminals don't care about things like permits.)
The State Supreme Court had to put its foot down, and rule that Philly can't overrule statewide law, and is not an island unto itself — no matter how much it would like to be, and no matter how much the rest of the Commonwealth of Pennslyvania would be happy to disown them. (I imagine that people who live in upstate New York feel the same way about the Big Apple — the big, rotten apple that spoiled the whole barrel.)

I'd argue the inverse-if a place is relatively safe, then there's really no reason to have a lot of restrictions on the right to carry weapons.
Quite frankly, the worshipful gun culture and the far right's fear of government are the contributing factors to the gun control debate. All of these people pushing for open carry and all this bullshit without giving significant thought to the whole idea of "Why would I actually need to do this thing?" and just bringing up fears about terrorists and shit. Open carry will not protect you from the people who's attack plan is attack when everyone's guard is down. The NRA's ability to block any significant study of gun deaths/what have you is frustrating as fuck too.
I mean, who the fuck thinks it's a good idea to go to a kid's baseball game carrying a rifle and telling the people attending that it's their right to do so? Or turn up at meeting of mothers discussing gun violence loaded with guns as a "protest"? Or get into an argument with a waitress and then decide it's fucking ok to shoot and kill her? Because this is all bullshit that's happened in this "debate". That last like a month ago.
Kind of hard to take the pro gun side of the debate seriously when you've got folks doing bullshit like that on your side making themselves look like fucking thugs and bullies. Who are, in fact, quite ready to use their guns on other people.

Yeah Nox, where you live it would make sense to drive around in a tank, in the US less so, despite what people might think the US is not in the same state as Brazil.
A legal means of self defence isn't something I should need to carry, if I need to carry such a thing then something has gone massively wrong with society as is.
