It actually isn't legal if the voting rights act, which, contrary to popular belief has yet to be repealed, and several Supreme Court rulings have anything to say about it. Mind you sate's have a wide latitude when it applies to federal law, several cities refuse to prosecute illegal immigrants or Marajuana users, for example.

Black serial killers make up around 20 per cent of the total, which is actually outsized relative to their share of the US population. The reason we generally don't hear about them is because they tend to kill other black people, as opposed to white victims.
Not sure about spree killers.

The closing of DMV's is legal, and technically isn't violating the Voting Rights Act. Unless someone decides to bring it to court and judges decide it is, but states can generally close any government facility they want, particularly under the guise of it being to expensive to maintain.
No idea what they're gonna do now to issue I Ds except go to another county over to do so.

It's simply, they won't get I Ds and thus won't be able to vote, that's the whole point of what's being done.

Good luck getting anywhere if you aren't already in one the big cities that gets to keep their DMV.
Edit: Alabama is also closing five state parks and six National Guard armories.

If they're in rural counties, it won't effect much in terms of voting since being a licensed driver would probably be a requirement just to function anywhere in that state except Montgomery, and maybe Mobile and Birmingham. Rural counties are not where you want to look at targeted DMV closures per se.
