Most government systems, aside from military, blow ass. I bet they were still probably using a 5 year old Microsoft Outlook or something horrid like that.
And really nothing was illegal at all with it at the time as most computer based laws or policies are 15 years behind the times.

That's backwards causation. The problem is that Congress won't appropriate funds to upgrade it.

In many jobs all over the world you would be fired if your company found out you used your personal mail for corporate mailing.

If things worked that way then yeah but to get something like that upgraded to usability would probably take years of paperwork alone including taking bids, getting funds, getting rid of the previous guaranteed low bid contractor who sucked, and such.
Hell just this week HP is holding government files hostage over 2 million or something as linked a couple of days ago.
Sucking it up and doing it yourself is the only god damn way to do anything in this government anymore.

And just a small bit of Mustard, gosh. Not like full on dipping it in. Also I think Hillary has more of a chance than you might think. If anything, the latino vote prolly swerves morei n her favor than Sanders', according to some I have spoken with.

I'll always remember the dos-based-ui java-run web app that the contractor working for OPM used to process all government background checks. OPM's system, too. The private contractor, shitty as they were, likely would have employed something more modern if they had to choose.

I completely believe the State Department email system blows donkey chunks. It's been my experience with the corporate world that people who can tell an IP from a phone pole and know that a "server" is not the person who brings you your food are always pretty far down the totem pole. The purpose of people who actually know computer systems is to fix whatever shitty system the board of directors voted on upgrading to fifteen years ago.
People in positions of power want to just throw money at someone to make the computer work and not think about all the techno-jargon that goes into it, due in large part to the fact that "computer" is basically a language all its own. Trying to explain "computer" to someone who does not have it as an area of expertise is like that same person trying to explain "lawyer" back to you.
This is very specifically why I like to describe myself as a translator. I'm multilingual in the sense that I speak fluent Computer, Lawyer, and Common dialects of English. I've built a career on this.
EDIT: I will note that there is some overlap in both the Computer and Lawyer languages, and it's the same thing that tends to trip people up on both: a thing means what it means. It doesn't mean what you think it means or what it implies it means or what is commonly secretly meant when people say it. The thing means exactly what it means.
Whether you're coding a database or drafting law, nothing is ever implied.
