Then he's just an idiot, but not everyone has access to knowledgeable family members they can runs stuff past, especially not if they're in the middle of their break and trying to get the loan sorted before they have to go back to work and then to pick the kids up.

They're people who are literally out of options and a few days away from having the gas cut off in mid-winter.
So, say you want to hit them with a strict regulatory scheme that essentially makes their business model impossible. Okay. What are you people suggesting for a replacement option for people who are financially underwater? ("Freeze faster" is not a valid answer.)
If you have family in the area. And if you have a reliable ride to work if you don't have a car already. And if said family isn't in similar financial shape.
I'll link to the Last Week Tonight with John Oliver segment when I get home, because he does a good job with pointing out why people are driven into that Vicious Cycle and why we haven't been able to crack down on those types of scams.

There are emergencies a bit more dire than not wanting to wait until next week to buy that new jet ski.
Fact is, sometimes you take a loan that you know will screw you if you can't pay it back because there just aren't any other options. Sometimes, you have to take the Devil's help because he's the only person offering any assistance at all.

Trump hit back by saying that if he was gonna bribe someone then he'd have gotten it, not failed.
