They probably hired a contractor and gave him something extra as a favor.
edit: It's water soluble so they definitely didn't need some kind of expensive chemical to take it off.
edit 2: Okay, the no First Amendment is a giant red flag. Someone needs to investigate that judge right now.

Not entirely too sure about why they paid $6k, but you have to remember that it does rack up water bills and they have to hire someone, either one of their employees or a company to do it.
It isn't free to clean up something, even if it's something as easy to clean up as chalk.

Well, Private Eye called the Financial Services Authority the "Fundamentally Supine Authority" for decades...and, in 2007-8, all the banks went tits-up and we had to nationalize them, at great cost to the taxpayer. Draw your own conclusions.

Of course, the amount depends on the Industry involved and how it is regulated. An industry that is covered by different regulators for different parts of its businessnote is a lot more difficult to Capture.
Keep Rolling OnOkay, so let me have this straight. If you go to a university (does it matter what kind? Are the Ivy League covered? Is a State University covered) and you can't afford it, you take out a Student Loan from the Government. The Government guarantee your loan for your time as an undergraduate, and then make you pay back that loan plus 6.8% interest?
Do the repayments start at a certain salary level, do they stop after a certain time period/death/unemployment?
